What the 2021 announcements concerned
The December 2021 discussion included Bill 6368, registered on 2 December 2021. It was not an automatic grant of a second-citizenship entitlement to every individual. The parliamentary committee’s conclusion expressly describes a draft and records further consideration on 27 June 2022.
A 2021 announcement is therefore not evidence that today’s rules already applied then. Assessing someone’s acquisition of foreign citizenship in 2021 requires the law applicable at the event date and their actual documents. This guide does not determine an individual’s citizenship status.
The rules introduced in 2026
The State Migration Service explains that Law 4502-IX took effect on 16 January 2026. It added Article 5-1 on specified cases in which Ukraine recognises multiple citizenship and changed acquisition and loss rules. There is no single identical procedure for every combination of countries.
For simplified acquisition, check the current country list, your legal ground and the required declaration. The current SMS application page cites Resolution 1412 with the 2026 amendments in Resolutions 589 and 826. The initial list in a launch announcement may be incomplete.
Choose the correct application
Acquisition by birth or territorial origin, admission and restoration are different legal grounds. Establish whether you already hold Ukrainian citizenship or are applying to acquire it. Possessing another passport does not itself answer that question.
For admission under Article 9, the SMS describes an application and supporting documents submitted to a territorial unit at the place of application. Residence, examination and other-citizenship requirements have specific conditions and exceptions. Under this route, acquisition is tied to the relevant presidential decree, not merely the submission date.
Prepare all passport documents, previous-citizenship information and evidence for your chosen ground. Confirm the current package with the SMS; for a consular application, consult the Ukrainian mission abroad. A CNAP is not a universal citizenship decision-maker. Passport issue follows the appropriate confirmation of citizenship.
