Choose the correct driving licence procedure
A first Ukrainian driving licence, an exchange, a replacement and a document check are separate services. First issue takes place through an MVS service centre following training and examinations. Check an individual CNAP’s service list before planning a visit; a local directory entry does not establish that it accepts driving licence applications.
Applying for a first licence
Choose the vehicle category and consult the Main Service Centre’s requirements for age and training. You can study theory independently or at an accredited driving school. The route then includes a theory test at an MVS service centre, practical driving school training and a practical test. These examinations require personal attendance, so first issue cannot be completed entirely online. The first licence is valid for two years.
Exchanges and replacement documents
Select the reason that applies: loss, damage, a change in personal details or expiry. Where the electronic service permits, applications can be made through the Driver’s Cabinet or Diia. Check eligibility and collection or delivery options before paying. The initial two-year licence has additional exchange rules: more than two administrative road safety offences during that period require further examinations.
Checking a licence and arranging a visit
Use the document verification service linked from the official Main Service Centre website. A check does not issue a replacement or add a vehicle category. Prepare the documents required for your particular procedure; first examination and exchange requirements may differ.
MVS service centres provide these services independently of your registered place of residence. Confirm the chosen office, booking arrangements and current charges. CNAPMAP provides navigation and reference information; submit the actual application through the authorised government channel.
Documents for first issue
The Main Service Centre’s baseline list includes an identity document, tax number information subject to specified exceptions, a valid medical fitness certificate for the relevant vehicle category, and payment confirmation. Evidence of changed personal details is needed where applicable. Training and successful examinations are checked under the procedure. Consult the official service page for the complete current requirements before attending.
Vehicle categories and international permits
An authorised category determines which vehicles you may drive. Check the category entries and their validity in your licence. Adding another category involves separate training and examination requirements and an exchange of the licence; replacing the physical card does not itself grant another category.
An international driving permit is issued by a territorial MVS service centre on the basis of a national licence. It lasts up to three years, never beyond the national licence, and is invalid without it. Check the separate document list: national licence and copy, Ukrainian identity passport, international travel passport, a matte 3.5 × 4.5 cm photograph, and payment confirmation. This list differs from first national issue.
Application status, delivery and storage
In the Driver’s Account, open “Мої послуги” to check processing, production notifications and the tracking number after dispatch to the carrier. Submission is not the same as readiness. A signed and paid application cannot simply be edited; follow the authority’s support instructions if information is wrong.
An uncollected new licence and a confiscated licence are different cases. The MIA clarification of 29 January 2026 says confiscated licences are not transferred between service centres; the case papers or court decision determine where they are held. Establish the reason and custodian first. A routine online replacement does not reverse disqualification.
Electronic licences and PDF downloads
Ukraine allows a licence issued only electronically, without a plastic card. This means the prescribed document displayed in an official service, not an arbitrary downloaded PDF or a photograph. Present a valid licence through the recognised procedure. An image or printout does not itself establish entitlement to drive.
Drivers must have an appropriate licence for the vehicle category and present it under the applicable road rules; electronic presentation has its own verification procedure. For travel abroad, check the destination’s requirements separately. Do not assume a Ukrainian digital-only licence is accepted wherever a physical card is required.
Older formats, Latin spelling, photos and address changes
An older format is not automatically invalid. The 23 July 2026 official explanation distinguishes Soviet-format licences issued in Ukraine from those issued elsewhere. An eligible exchange of the former does not require repeat training and exams, although archives may need checking. The latter are treated under foreign-licence conditions. Issuing location and verifiability matter.
A licence “in English” is not a separate Ukrainian licence category. Correcting personal details in Latin letters is an exchange ground; an international driving permit is a separate document used with the national licence. For an in-person application, the administrator takes your photo; online exchange uses the registered photo. The paper photograph required for an international permit is not a universal national-licence requirement.
After moving, check the registered address information and provide a residence extract where required. Exchanging a licence because your name changed is different from updating address information. If the question concerns a foreign licence, that country’s rules govern notification of a new address.
The MIA explanation dated 9 July 2026 distinguishes category validity after exchanging the first two-year licence: 15 years for A1, A, B, B1 and BE, and five for C, CE, C1, C1E, D, DE, D1, D1E and T. Check each category’s recorded validity; calling a card a “new format” does not determine its expiry.
Exchange in Rivne and choosing an office
The Rivne CNAP service card lists exchange without exams at Prosvity Square 2 and the Happy Mall branch, Serhiia Bachynskoho Street 5. Confirm intake and your exchange ground before booking. The service name does not waive individual conditions, including first two-year licence rules.
For Cherkasy or another city, choose the appropriate service centre through the official MIA directory or check the local service card. A CNAP’s presence in a city does not establish that every branch offers driving-licence services.
Veterans, forklifts and driving in Great Britain
Combatant status does not replace training, medical fitness and exams for a first licence. The Ministry for Veterans Affairs funds training for specified veterans and family members with disabilities and relevant medical indications. Apply to the local veterans-policy unit; a combatant certificate does not automatically confer a driving licence.
Forklift qualifications and permission to operate industrial equipment involve separate occupational training and workplace-safety requirements. A road-driving category alone does not replace those documents. Check the equipment and training requirements with the employer and competent authority.
Here, “IDP” can mean an international driving permit, not Ukraine’s internally displaced person status. The GOV.UK guidance distinguishes periods by immigration scheme and application dates. Check your eligibility, vehicle category and which part of the UK you will drive in. An international permit alone does not provide indefinite permission.
Obtaining a forklift operator qualification
This is occupational training for forklift work. Ukraine’s State Labour Service identifies professional training, the relevant operator certificate and a mandatory medical examination as requirements. Before enrolling with a training institution or centre, check its authority to offer the programme, practical training, qualification awarded and final document. Agree the machine type and job requirements with the employer.
Obtaining a training document and being admitted to work are separate steps. The employer arranges the required safety instruction and knowledge checks. The State Labour Service’s explanation of 11 February 2026 links annual special training to hazardous work included in the enterprise’s approved list. That is different from saying every operator must replace the professional certificate annually.
The forklift safety rules set operating requirements and employer responsibilities. An occupational certificate, an MIA road-driving licence and registration of the machine serve different purposes. Begin with professional training and the employer’s occupational-safety service; the State Labour Service provides official safety guidance. The ordinary road-licence exchange form does not award a forklift qualification.
