Permanent residence and the residence card

A Ukrainian permanent residence permit identifies a foreign national or stateless person and confirms the right to permanent residence in Ukraine. It is a different procedure from a temporary residence permit. A temporary-residence document should not be used as if it established the permanent-residence application route.

Under Cabinet Procedure No. 321, the modern electronic residence card is issued for ten years. The word “permanent” does not mean the card’s expiry date and exchange requirements can be disregarded.

Establish your application basis first

The ordinary application route relies on an immigration permit. Check the evidence for your particular basis and your lawful stay in Ukraine before booking. The legislation provides separate documentary arrangements for certain special categories, so the ordinary list is not a complete checklist for every applicant.

Applicants aged sixteen or over apply personally. A lawful representative applies for younger applicants and in other circumstances specified by the procedure, with evidence of identity and authority.

Prepare the appropriate documents

For the ordinary route, check the passport document, a properly certified Ukrainian translation of its personal-details page, the copy of the immigration-permit decision and evidence of paying the administrative fee or an applicable exemption. A document containing RNOKPP is provided where available. Representative applications require the representative’s documents as well.

Check whether a type-D visa is required in your circumstances. Foreign official documents may also require legalisation, subject to applicable treaties. Original-document, copy and exchange requirements should be confirmed for the specific application rather than inferred from another person’s case.

Confirm where documents are accepted

Submission is through the bodies and channels designated by the procedure at the applicant’s place of residence: the relevant State Migration Service unit, its designated state enterprise or an authorised CNAP. The migration service expressly notes that CNAP acceptance depends on the necessary technical capability. Other passport services at an office do not establish that it handles permanent residence.

Read the generated application form before signing it, retain confirmation of submission and check how the result will be collected. Consult the official migration-service information for current fees, filing deadlines and any special wartime rules applicable to you.

Replacing an existing card

Explain whether the card has expired, been lost or damaged, or contains details that have changed. These circumstances require their own document check; an appointment alone is not approval of the application.
