Identify the address procedure first
Assigning an address identifies a house or another independent property object. It does not register a person's residence or establish ownership. Before applying, identify whether the case concerns a first address, an address change following a division or merger, or correction of existing details.
Articles 26-3 and 26-4 of Ukraine's Urban Development Act and Cabinet Procedure No. 690 provide the framework. Depending on the procedure, the applicant is the construction client or the owner/co-owners of the completed property, whether an individual or a legal entity. A representative must establish authority to act.
New construction and older properties
For new construction, the address process connects with construction documents and the electronic construction system. Properties whose construction rights predate that system have specific rules under Article 26-4. Dividing, merging or separating a share of a completed property requires checking the distinct address-change procedure.
Article 26-4 also contains an exception for qualifying individual residential, garden and summer houses on land with registered ownership. A separate address decision may be unnecessary: the location of the land recorded in the property-rights register serves as the address. The exception does not cover lawfully constructed houses containing two or more apartments. The construction client can request an address under the prescribed procedure. Check the building's documentary history before relying on the exception.
Evidence depends on the case
Prepare the applicant's details, land and property information, and any existing identifiers. Then check the relevant branch for evidence of land rights, construction rights, commissioning, technical records or a property division. Some paper copies are required where the corresponding information is absent from public registers. A representative must establish authority to act.
Diia service card No. 01957 describes one older-document route. Its checklist should not be applied indiscriminately to every new house, apartment or unauthorised structure.
Choosing the authority and checking the result
Apply to the authority empowered to assign addresses where the property is located. Check the local service card for submission through a participating CNAP, a representative or post. Address assignment itself is free; preparing necessary technical material is a separate activity.
Keep the result and check that the address details relate to the correct property. An application reference does not establish that an address has been assigned. If refused, identify the stated reason before taking the next step.
Common questions
Does putting a number on the building establish its address?
A number plate alone does not replace an official decision or the applicable register information.
What if older documents contain different addresses?
Establish why the records differ. Correction or evidence of address history may be appropriate instead of another first-assignment application.
Related steps
Changing an existing address or correcting a discrepancy
Identify the cause first: a renamed street, division of a building and an error in one record are different situations. Under Article 26-3(11), a decision renaming a street is also a decision changing the address. It does not automatically require treating the existing building as a newly addressed object. Keep the decision and reconcile the old and new labels; check the building number separately.
Combining or dividing completed property, or separating a share, may require the address-change procedure under Article 26-3(12). Prepare the owner’s or co-owners’ application, the existing address and property identifier, together with the documents establishing the relevant change. Paragraph 12 expressly excludes a flat or an individual residential or non-residential unit. Check the applicable route separately for such a unit; the documents for a separate building also depend on information already available in the system.
Correction of a construction object’s address is relevant where amended design documentation affects the object’s location, main entrance or number of objects after the address was assigned. The developer indicates the need for correction in the notification of changes. Article 26-3(8–9) provides for a decision by the competent body and entry in the Register of Construction Activity.
Where only one document or register entry is inconsistent, show the institution the original address decision and the record containing the error. Establish which information needs correction before applying. A new address decision does not automatically correct every ownership record. If submitting through a CNAP, check the local service card for the exact procedure.
