What CNAP means

CNAP is the transliteration of the Ukrainian abbreviation for a Centre for the Provision of Administrative Services. Article 12 of Ukraine’s Law on Administrative Services describes the centre as a permanent working body, executive body or structural unit of the relevant public authority, organising services from an established list. Start with the particular document, register entry or decision that you need.

An administrative service follows an application to an authorised body concerning the acquisition, change or termination of rights or obligations. Different registrations and documents have different legal grounds and responsible institutions. The phrase “a CNAP service” alone does not identify the required evidence, fee or processing period.

The administrator’s role

An administrator explains requirements, accepts the prescribed application package, coordinates with the competent service provider and delivers the result through the relevant procedure. The responsible authority makes the decision. Its representatives may also work at a particular centre. Check the information card for your exact service: it identifies eligible applicants, documents, payment, timing and the means of receiving the result.

Services depend on the selected office

A centre’s service list may include passports, residence matters, business registration, property registration and social support. The specific list is established for that centre. Passport equipment, a particular registrar or a service for a defined applicant category may be unavailable at another address. A main office, territorial branch, remote administrator’s workplace and mobile point can have different capabilities and opening hours.

Use the centre directory to identify an address, then compare the required service with the official list. Confirm that the point accepts your category of applicant, whether an appointment is necessary and which official booking channel it uses. A consultation telephone number does not automatically provide telephone appointments. Also check where the completed result will be collected if a second visit is necessary.

CNAP, MVS service centres and Diia

MVS service centres operate within the Ministry of Internal Affairs system, including driving documents and vehicle matters. Confirm separately whether a particular related service is available through your chosen CNAP. The Diia portal and application provide electronic routes. The Diia Centre name can be used by a centre with the corresponding service organisation. These names do not make all offices and online channels interchangeable.

CNAPMAP helps you find offices and practical instructions. Submit an application through the official authority or institution identified for the chosen service. Before travelling, check current reception hours, the actual appointment address and any temporary changes published by that office.
