The decision and the application channel

A Ukrainian housing subsidy helps an eligible household meet housing and utility costs under the applicable state rules. A CNAP can provide an application channel where that service is available. It receives and forwards the documents; the authorised Pension Fund body assesses entitlement and makes the decision. Submitting papers does not itself guarantee an award.

Application, declaration and supporting evidence

Before visiting, confirm that the chosen office accepts subsidy applications and check its booking arrangements. The application and a declaration of income and expenditure form the core of the submission. Further evidence depends on the household, housing arrangements and the reason for applying. Renting a home, for example, may require information about the tenancy. Use the current official service card to check the exact requirements, including the rules for an authorised representative.

Existing awards and changes in circumstances

Existing recipients should find out whether the next calculation will take place without a fresh application. A move, a change in household membership, utility arrangements or relevant assets may require updated information. Ask the Pension Fund what must be reported and whether another application is necessary. A previous award or a neighbour’s payment is not a reliable guide to the outcome for your household.

Submission and following the decision

Other application channels can include a Pension Fund service centre, post and the available official digital services. Keep evidence that your application was submitted and follow the response through the channel you used. Check current Pension Fund guidance for the relevant heating season, since deadlines and the income period used in a calculation can change.

  • First award: check the conditions and prepare the application and declaration.
  • Existing recipient: find out whether this case requires another application.
  • Changed circumstances: ask which information must be reported to the Pension Fund and how.

Common questions

Does a CNAP decide who receives a housing subsidy?

A participating CNAP accepts and forwards an application. The authorised Pension Fund body checks eligibility and decides the case.

Must I apply again every year?

That depends on the award category and changes in your circumstances. Ask the Pension Fund whether a new application is required.

The community authority receives documents; the Pension Fund decides the case. Check the current form for your application type before submitting. A subsidy declaration is different from a sole trader’s tax return.

Check an award and contact the Pension Fund

After signing into the Pension Fund portal, open “Моя субсидія” to see the last assessment month and year, amount and decision. Check the application outcome and actual payment separately. Finding an address in an old public register does not establish the current decision in your case.

The Pension Fund contact centre uses 0 800 503 753, 044 281 08 70 and 044 281 08 71. Its official contact page lists Monday–Friday 08:00–20:00 and Saturday 08:00–14:00, with Sunday closed. Identify the season and question; follow identification requirements for personal case information. A telephone consultation is not an award decision.

Documents in 2025, including pensioner applications

The Pension Fund’s 2025 heating-season guidance required an application and declaration, income evidence where electronic exchange could not provide it, and relevant debt-restructuring or court-challenge evidence where applicable. Pensioner status did not remove household checks. The October 2025 assessment used first- and second-quarter 2025 income and the pension accrued for August. Those are historical assessment months, not the income period for a new 2026 request.

In 2025, applications could use Pension Fund, authorised community, CNAP and applicable digital channels. The 18 March 2025 Pension Fund instructions explain signing in with a qualified electronic signature and choosing “Комунікації з ПФУ” → “Заява на житлову субсидію чи пільгу”. Request a copy of an application actually filed in 2025 from the case record; a new blank form cannot reproduce it.

2020–2021 enquiries and the 2021–2022 season

In 2020–2021, official authorities directed users to the public subsidii.ioc.gov.ua register. A social-protection explanation dated 11 November 2021 described an address search and monthly updates for the preceding month. An old record does not establish a current payment. Specify the months when requesting an earlier decision or assessment from your case record.

Resolution No.505 adopted new application and declaration forms in May 2021. The Social Policy Ministry’s explanation of 22 September 2021 distinguished May–September and October–April seasons, with heating costs based on 16 October–15 April. Social protection administered awards then. The official 1545 telephone session on 7 December 2021, 14:00–16:00, was a dated Ministry event, not today’s subsidy advice timetable.

Students: the 2021 explanation

An official publication dated 12 March 2021 described a student’s application and declaration, including dormitory residents, with study, income, floor-area and charge evidence. For the full-time students without a scholarship described there, the assessment used notional income of half the minimum wage. This is a historical rule; do not automatically apply it to 2022 or 2026.

The changes during 2022 and the move into 2023

The Social Policy Ministry explained that households receiving the 2021–2022 heating-season subsidy were moved onto the May 2022–April 2023 period without a fresh application. This did not give every new applicant unconditional entitlement.

The Pension Fund took over payments on 1 October 2022 and application intake and awards on 1 December 2022. Social-protection authorities performed the October 2022 mass assessment. The payment month, assessment month and decision-making body can therefore differ. From 2023, current award and assessment enquiries go to the Pension Fund. For an “online subsidy in 2022” question, identify the month: today’s account service does not prove the same submission channel operated throughout 2022.

Applying online for a housing subsidy in 2022

The application date matters. The legal aid system’s explanation of 14 November 2022 states that, through 30 November, social protection authorities received electronic applications through the Social Policy Ministry’s site, integrated systems or Diia. Award responsibility passed to the Pension Fund on 1 December. The Ministry’s notice of 6 October 2022 separately confirms the December start of submission through the Pension Fund portal and mobile app. Do not apply that channel retrospectively to early 2022.

The Pension Fund’s instructions dated 19 December 2022 describe signing in with a qualified electronic signature, choosing the subsidy application, completing the application and declaration, adding scans, then signing and submitting. Applicants checked progress under “Мої звернення” — “Статус звернення”. This is the historical sequence; a new application should follow the current portal interface.

The 2025 subsidy application form and examples

On 13 August 2025 the Pension Fund published separate PDFs: an application example and a declaration example. For blank forms, use its official forms section. It identifies the application as Annex 1 in the version under Resolution 1041 of 16 September 2022, and the declaration as Annex 2 under Resolution 1184 of 15 November 2021. A search year need not be the form’s approval year. A completed example explains the fields; it does not establish a particular household’s entitlement.

A dormitory student’s subsidy: a 2022 example

Sumy’s social protection department explained on 20 September 2022 the position of full-time students registered in a dormitory. September–October applications used January–June 2022 income. For full-time students already aged 18 on 1 January who had no income or income below the then UAH 6,500 minimum wage, assessed monthly income was UAH 3,250, half the minimum wage. That was income used in the calculation, not the subsidy amount. Property restrictions and other conditions still applied. This dated example does not establish every student’s entitlement under current rules.

Who could apply for a subsidy in 2022

The legal-aid system’s explanation dated 14 November 2022 described an applicant among registered residents, a guardian in the prescribed cases involving unaccompanied minors or an incapacitated person, a contractual tenant and an individual developer whose home had not been commissioned. IDPs could apply at their actual residence even without a tenancy contract.

Household membership and the income of family members living elsewhere were not identical checks. Declarations, income evidence and proof that a registered person lived elsewhere could affect the calculation. Registration or membership of a category did not itself guarantee an award. For a historical case, request the original decision and evidence, identify the application month and check the other conditions. These are dated 2022 applicant categories, not current thresholds applied retrospectively or a promise of payment to everyone.
