A child turns 14

Prepare for a first ID card: supporting documents, the personal application and checking the completed card.

This route describes the general procedure. Some steps depend on your circumstances and may involve different authorities. Check the current requirements for each service before applying.

Getting started

This route is for a Ukrainian citizen who has turned 14 and has never held a national passport. An international passport does not replace the first ID card.

What to do

  1. Choose a first-card application

When booking, specify a first ID card at age 14. Replacement, exchange and a first application after 18 follow different conditions.

  2. Prepare birth and citizenship evidence

Bring the birth certificate. Citizenship evidence depends on available records and the circumstances; if parents’ documents are unavailable, confirm the verification route with the migration service.

  3. Find an office accepting first ID applications

Choose a confirmed CNAP or migration-service office. Check original-document requirements, booking and whether a tax number can be assigned with the application if needed.

  4. Attend in person and check the application

The child attends for the photograph and applicable biometric procedures. Check all details and the requested Latin spelling before signing the application.

  5. Collect the card and check address details

Keep the application details and confirm collection arrangements. If separate proof of the registered address is needed, request a residence register extract.

Document checklist

Tick the documents you have prepared. This is a general checklist: items marked “If applicable” are only needed in the relevant circumstances. Check the service requirements for the final document list. You do not need to upload documents to this website.

Things to consider

  • A first ID card at age 14 is free. Confirm processing and collection dates when applying.
  • Residence registration and an address extract are separate procedures; issuing an ID card does not change the address.

Continue to individual procedures

The “A child turns 14” route connects several applications. Open the relevant procedure for your next step and check where to apply; optional actions depend on your circumstances. Checklist ticks help you organise preparation and do not confirm that an institution has completed an action.
