The certificate confirms internal displacement and registration. The process depends on the displacement circumstances, available documents and your actual location in Ukraine.
Check the current rules for the territory and circumstances that caused displacement. Moving alone does not establish eligibility.
Check availability in the Diia app. For an in-person application, confirm reception at a CNAP, social protection office or authorised community body where you are staying.
If your document does not show the relevant previous address, gather other evidence of residence there. Prepare additional documents for children or representatives.
Give your actual current address and check the application details. Check the issued certificate; timing may differ if supporting evidence needs verification.
For a lost paper certificate, check the duplicate procedure. Report address changes through the appropriate channel; voluntary cancellation is a separate procedure.
Tick the documents you have prepared. This is a general checklist: items marked “If applicable” are only needed in the relevant circumstances. Check the service requirements for the final document list. You do not need to upload documents to this website.
The “Obtaining an IDP certificate” route connects several applications. Open the relevant procedure for your next step and check where to apply; optional actions depend on your circumstances.
