Working with architectural drawings

Which developments use a building passport

A building passport sets development-location and construction requirements. Diia describes this route for an individual residential, garden or holiday house with up to two storeys excluding the attic and an area up to 500 m², together with the specified outbuildings and site improvements. Match the proposed object and its parameters to the official service description before applying; this route does not cover every development.

A new document, amendments or a duplicate

Choose the action you need: a new building passport, amendments to an existing one or a duplicate. Prepare the required information about the land, rights to it and the proposed development. Reconstruction may also require records for the existing property. Where rights are not available in the register, check the supporting documents needed. If there are multiple owners, confirm their involvement and how the application must be signed.

Official submission and co-owner involvement

Check the available official Diia service or the prescribed offline channel, including a participating CNAP or the authorised planning and architecture body. For digital submission, review the signature method and file requirements in advance. A representative needs the appropriate evidence of authority.

The passport, wartime alternative and starting works

Receiving a building passport does not replace the notice of commencement of works. DIAM’s explanation of 9 September 2026 separately describes a wartime development-intentions scheme for specified objects up to 200 m². Do not transfer that limit to the building passport or treat floor area alone as proof that every condition is satisfied. Check the full route and the next administrative step before starting work.

Decide these points before preparing the application

  • The development type, area and storeys, to check whether this route applies.
  • Whether you need a new passport, amendments or a duplicate.
  • The relevant land, existing-property and co-owner information.

Common questions

Does a building passport alone complete permission to start work?

It does not replace the required notice or other applicable steps. Check the next action for the particular object.

Is a development-intentions scheme the same as a building passport?

No. They are separate procedures with different conditions. Check which route applies to the project.
