An IDP certificate does not establish payment entitlement

Registration as an internally displaced person and an award of living assistance are separate matters. The Pension Fund assesses benefit applications under Procedure No. 332. Main territorial grounds concern displacement from listed combat or occupied territories without a defined end date, or destroyed or uninhabitable housing under the applicable conditions. Family circumstances and additional eligibility tests still matter.

For eligible recipients, monthly assistance is UAH 3,000 for children and people with disabilities, and UAH 2,000 for other recipients. A first award and renewal for another six-month period are different checks. Receiving a new IDP certificate does not automatically start payments.

Income and other eligibility checks

The assessment can consider specified income, assets, substantial purchases, deposits, actual residence and employment-related requirements for working-age family members. For renewal categories subject to an income test, the 2026 benchmark is UAH 10,380 average monthly income per person. It is neither the only requirement nor a universal threshold for every applicant.

Some categories can receive renewal without assessment of total family income, including people with group I or II disabilities. Pensioners and children have distinct provisions. Identify the relevant category in the current Procedure No. 332; an exception for one person should not be assumed to cover every family member.

The September 2026 changes

Cabinet Resolution No. 1087, applied from 1 September 2026, increased the maximum number of renewal periods to six six-month periods. People receiving assistance up to 31 August may have another period renewed automatically if they meet the relevant criteria. Prior payment is not an unconditional guarantee.

A separate provision allows automatic renewal for children whose assistance was awarded without counting their parents' income. The underlying child-specific conditions still matter, including the applicable age, education and other requirements. A parent's IDP certificate alone is insufficient.

Preparing an application

Prepare identity documents, tax-registration information, IDP certificates, family details and payment-account information. Add evidence supporting the particular ground, such as disability, education or uninhabitable housing. Requirements vary with the case.

Application routes include a Pension Fund service centre, an authorised community body or a participating CNAP. Check postal and official digital options for the specific application being made. Retain proof of submission and any decision or request for further information.

Common questions

What if automatic renewal did not happen?

Ask the Pension Fund for the case status and reason. An application with supporting evidence may be possible under the relevant provisions. A missing bank credit alone does not explain the decision.

Must changes be reported?

The authorised person must report changes affecting entitlement within 14 calendar days. Return to the abandoned place of residence and extended stays abroad have separate rules.

March and September 2025 renewals

March 2025 renewals used amendments made by Resolution No.1507 of 27 December 2024. The official explanation dated 6 March 2025 described a third six-month period for qualifying recipients under paragraph 13 of Procedure No.332 as it then stood. Automatic renewal did not remove eligibility checks.

Rivne social protection’s explanation of March 2025 identified UAH 9,444 as the income reference for the relevant renewal category. Check its category and exceptions; do not replace it with a 2026 figure or apply it to every IDP payment.

Resolution No.1033 of 26 August 2025 provided another period for qualifying vulnerable recipients whose earlier three periods ended in August. The Pension Fund’s explanation dated 12 September 2025 described another six months, through February 2026. This answers a historical September 2025 question; it is not an unlimited-renewal rule.

The application, decision and benefit period

For a “renewal from 1 March” or “from 1 September” enquiry, specify the year, previous award period and category. Different versions applied in 2025 and 2026. If renewal was not automatic, establish the reason and the applicable application route. A new IDP registration does not by itself start another benefit period.

Relevant social-payment responsibilities transferred to the Pension Fund during 2025; the official 18 July 2025 explanation described the transfer from 1 July. Keep the original decision and submission evidence. Today’s enquiry channel does not retrospectively alter the amount or grounds of an older award.
