Separate registration from financial assistance

IDP registration records relevant information about an internally displaced person. Living assistance is a separate matter with its own conditions. Even where a digital service combines applications, registration should not be treated as an automatic guarantee of payment. Identify the purpose first: initial registration, updating details, obtaining confirmation or requesting financial support. This helps you ask the right question and avoid expecting one administrative action to produce the outcome of another procedure.

Check the current conditions

Eligibility for registration relates to displacement circumstances and the rules applicable to the individual case. Territory lists and procedures can change. A friend's earlier experience is not a substitute for current official information. Check the service description and ask the competent authority about your circumstances. Explain damaged housing, missing documents or other special features before assembling the application pack. A general guide cannot determine an individual's eligibility without the relevant facts being assessed.

Prepare the available information

Gather identity documents and information about the previous residence and current place of stay. Children and legal representation require additional checks. If supporting evidence is missing, ask which recognised route can establish the necessary information. Do not abandon an enquiry because you assume a missing document cannot be addressed. Write the current address carefully and consistently across forms. Provide a working contact so the authority can communicate a request for clarification or the result of consideration.

Use the appropriate channel

Official information describes authorised community bodies, CNAPs and an available Diia digital service. Online functions depend on the particular operation and applicant circumstances. An initial registration button is not necessarily suitable for every update. If the relevant function is unavailable, ask about in-person submission. Check the exact service and hours at the selected branch. A remote service point may have a restricted range of operations, so proximity alone does not establish that it handles every IDP-related action.

Keep evidence and check the response

Before signing, review the applicant's information, any children's details and the current address. Save the submission acknowledgement and reference number. Ask how to obtain the result, correct discrepancies and report changed circumstances. If a digital document does not appear, seek an explanation through the official channel; the missing display alone does not identify the underlying register issue. Do not publish passport numbers, a family address or document copies in a public directory review to request help.

Consider assistance separately

For living assistance, confirm the current criteria, responsible institution and required application. Do not rely on an older article promising a fixed amount or unconditional automatic payment. Keep decisions and notifications so that the actual stage of your case remains clear. CNAPMAP lists verified IDP registration services and branch contacts. Its correction form improves directory information; it does not register status, determine benefits or replace official submission of personal evidence.

The registration system transition in October 2026

In its explanation dated 20 October 2026, the Ministry of Social Policy stated that the system transition does not require people to register again or replace previously issued confirmation. The change is being introduced in stages. The ministry confirmed that first-time applicants can continue using Diia, CNAPs and social protection bodies. Check the current result name with the chosen provider.

What “IDP registration under Resolution No.509” means

Cabinet Resolution No.509 of 1 October 2014, “On registration of internally displaced persons”, regulates the registration procedure described in official service card 00169. Living-support payments under Resolution No.332 are a different procedure. Report actual displacement and the real current address, not an invented address for benefits.

If your identity document does not show the address you left, provide the appropriate evidence of residence, such as employment, study, medical or property records, as applicable. Children and legal representatives require the relevant birth and authority information. One category’s conditions do not apply to every applicant.

The IDP service in Diia in 2022

The Digital Transformation Ministry announced the combined Diia service on 19 April 2022 for first registration and assistance, including children. Its historical instructions used the current address, geolocation and an ePidtrymka account. They do not establish availability before launch or support for every present-day operation.

Special rules addressed applications sent through Diia by 30 April 2022 but not processed because of technical problems. The Sumy CNAP notice of 15 November 2022 described resubmission by 1 December 2022 to resolve March–April payments. This was a historical special deadline, not today’s first-registration deadline.

Enquiries about registration dates in 2025

Distinguish the displacement date, registration date, benefit application and six-month renewal period. Questions about March or September 2025 awards require the history of payment rules, not a backdated new certificate. Actual dates and submitted evidence must be checked.

The new law taking effect on 22 October 2026 does not require re-registration solely because of the system transition, as the Social Policy Ministry confirmed on 20 October. Earlier certificates remain valid; a future database extract and its technical rollout do not mean every document has already been replaced.

Cost and the digital channel

This guide concerns internal displacement registration in Ukraine. Official service card 00169 lists registration as free of charge; the digital channel is Ukraine’s Diia. Registration and an award of financial support are separate results.

The Ukrainian IDP application, login and official channel

Here IDP means an internally displaced person in Ukraine. Use the official link to the service in the Diia app. Sign in within Diia itself; a CNAPMAP account is not required. A public information page is different from your completed application.

Diia’s instructions dated 23 April 2026 identify “Послуги для ВПО” → “Отримати статус ВПО”: complete the electronic application and sign with Diia.Signature. Check the actual address and family details requested by the current form before submitting. For someone who already has status and is applying specifically for a payment, those instructions separately link to the Pension Fund portal. The certificate and cash support have different eligibility rules; being able to log in does not establish entitlement.

Check notices in the current app before applying. For example, Diia’s notice of 2 October 2026 concerned a defined maintenance period on 2–4 October; it does not establish permanent unavailability. If the electronic route does not fit your circumstances, ask the responsible institution or CNAP about a paper application under the current Procedure 509.
