Choose the rules by the child's birth date

Ukrainian childbirth benefit is a separate state payment. Registering the birth and obtaining a birth certificate do not, by themselves, establish that the benefit has been awarded. The child's birth date determines which payment rules apply; the date when the application is delivered does not change the birth cohort.

For children born from 1 January 2026, the benefit is a single payment of UAH 50,000 for the first and each subsequent child. Children born up to and including 31 December 2025 remain under the earlier scheme: UAH 41,280 in total, comprising an initial UAH 10,320 followed by the balance in equal instalments over 36 months. Cabinet Resolution No. 1805 distinguishes these groups. Applying during 2026 does not move a child born in 2025 onto the new amount.

Who applies and the filing deadline

One parent or a guardian with whom the child permanently lives applies. The application must reach the Pension Fund authority no later than 12 months after the child's birth. Where two or more children are born, the benefit is available for each child under the applicable rules.

Keep this application separate from assistance for caring for a child under one and the eYasla childcare programme. Those are different forms of support with their own conditions and applications.

Preparing the evidence

The core submission contains the prescribed application and birth information. For a personal visit, bring identity documentation and tax-registration information, subject to the statutory exceptions. A guardian also supplies the guardianship decision. The Pension Fund's standard service card explains when information can be retrieved from public registers instead of being supplied again on paper.

A birth abroad requires a separate evidence check. Confirm the applicable foreign birth document, legalisation requirements and Ukrainian translation, taking account of any relevant treaty. Ask the Pension Fund about this branch before sending documents.

Submitting and following the case

Applications can be submitted through a Pension Fund service centre, a participating CNAP or an authorised community body, and by post. Official electronic channels and eMaliatko depend on the relevant technical availability. Confirm that the chosen office accepts this particular application and retain proof of submission. The Pension Fund decides the case; a booking or delivery receipt is not an award decision.

Common questions

Can both parents claim the same benefit separately?

The recipient is one parent or a guardian. Separate applications from both parents do not create two entitlements to the same childbirth benefit.

What if more information is requested?

Check the missing items and the deadline in the Pension Fund notice, then retain evidence that the additional information was supplied.

A 2025 birth with an application in 2026

The child’s date of birth determines the applicable birth benefit. A child born before 1 January 2026 remains in the UAH41,280 scheme: UAH10,320 initially and UAH860 a month for the following 36 months. For example, a December 2025 birth followed by a January 2026 application does not qualify for the new UAH50,000 one-off birth benefit.

Children born on or after 1 January 2026 fall under the UAH50,000 one-off scheme. An application for birth benefit must be made within 12 months after the birth. The start of a new calendar year does not restart that deadline. Other programmes, including support for care of a child under one, have separate eligibility rules and applications. They should not be presented as part of the same birth-benefit amount.

This compares the 2025 and 2026 birth cohorts.

“CNAP 7000 up to age one”: a separate childcare benefit

In 2026, the benefit for caring for a child under one is UAH 7,000 monthly per child, or UAH 10,500 for a child with a disability, using the 1.5 multiplier. It is separate from the UAH 50,000 birth grant and the earlier UAH 860 monthly birth-benefit instalments.

The mother or another legal representative actually caring for the child applies. The rule excludes foster parents, family-type children’s home parents, patronage carers and representatives of guardianship institutions. A participating CNAP can receive the application; the Pension Fund awards the benefit. Use the specific benefit name.

Under current paragraph 20 of Procedure No.1751, the start relates to the day after the medical conclusion or maternity-benefit payment ends. The award includes the month in which the child turns one. Apply no later than the last day of the sixth month after that birthday. This does not promise every applicant twelve identical payments.

Where a child was still under one on 1 January 2026, the rules provide entitlement from 1 January 2026, subject to the applicable conditions. A 2025 birth therefore does not itself exclude this childcare benefit; the previous birth award and childcare benefit are separate payments.

Applying for the under-one care benefit

Prepare the prescribed application, applicant and child details and a special-account reference with an authorised bank. A guardian needs birth and guardianship evidence. The Pension Fund obtains specified information from registers; where unavailable, relevant paper evidence is required, including medical or disability information as applicable.

The Pension Fund card dated 6 July 2026 lists Pension Fund, authorised community, CNAP, postal and digital channels, including eMaliatko. Check technical availability for this particular electronic application. Keep the submission evidence and Pension Fund decision.

Birth-benefit documents in 2025

The 2025 core submission included an application, identity and tax details, birth information and a payment account; guardians needed the guardianship decision, while overseas births required the appropriate foreign documents and translation. Zaporizhzhia CNAP published a checklist on 22 October 2025, including address information for an ID card. That is a dated reception checklist, not authority to demand unnecessary documents contrary to register-exchange rules.

On 1 July 2025, birth-benefit awards and payments transferred from social protection to the Pension Fund. The Fund’s explanation dated 16 July 2025 stated that the submission procedure and documents did not change and existing recipients did not need to reapply solely because of the transfer. It also said new digital-channel functionality was still being developed. A present-day application button does not establish availability throughout 2025.

What can be said about 2027

Do not present UAH 7,000 as a guaranteed forecast for next year. Current paragraph 22 of Procedure No.1751 sets that amount for 2026 and refers the amount from 2027 to the state-budget law for the relevant year. Birth and childcare benefits have different legal bases. For a 2027 birth or application, check the rules for the specific benefit on the relevant date rather than relying on a media forecast.

A third child has been born: which documents are needed?

Start with the ordinary newborn process: state registration of the birth and the birth certificate, applicable benefit applications and residence registration. Prepare medical birth evidence, the parents’ identity documents, and marriage details or another basis for recording paternity as appropriate. Follow the birth life situation. Being the third child does not replace these steps with a special “third-child birth certificate”.

Also check whether the household qualifies for, or needs to update, large-family status. Family composition, living together, bringing up the children and the prescribed age conditions matter. The parents’ large-family certificate is separate from a birth certificate; children’s large-family certificates are issued from age six. Applying for the status document and applying for a particular payment are distinct processes.

Documents after a third birth in 2025

As a dated example, Rivne CNAP’s notice of 25 March 2025 listed a parent’s application, all children’s birth certificates, a marriage certificate where applicable, parents’ passports and territorial-community-register extract, 30 × 40 mm photographs for parents and children aged six or over, and full-time education evidence for children aged 18–23. Particular family circumstances require further proof. This is a historical local checklist, not a promise that Rivne accepts every applicant. For a new application, consult your authorised institution’s current service card. The benefit rules for children born in 2025 are distinguished above from the 2026 rules.
