Initial application, renewal or replacement
Ukraine provides certificates for parents of a qualifying large family and for children in that family. Start by identifying the action required: an initial status and certificate application, a child’s certificate, renewal, or replacement following loss, damage or a change of details. The evidence needed can differ between these applications.
Parents, children and family circumstances
Check whether your chosen CNAP accepts the request. Prepare the relevant information about the parents, children and family circumstances. Depending on the case, the supporting documents can include identity documents, birth certificates, marriage evidence, photographs and additional records. Families with children from previous marriages, or with one parent raising the children, should confirm how those circumstances must be documented.
Adult children and education evidence
Eligibility is not assessed by simply counting children. The family composition and current rules for including children of different ages also matter. Where renewal depends on a young adult’s continuing education, check the qualifying form of study and the evidence required from the educational institution. An informal confirmation may not satisfy the prescribed requirements.
Checking the issued certificates
When collecting the certificates, review the names, children’s details and validity dates. Ask where to request a later renewal and which changes should be reported. A large-family certificate, a cash benefit and a particular concession are related but distinct matters. Holding the certificate does not automatically award every form of support, and a separate application may be needed for a specific entitlement.
Organise the family information
- List the children whose eligibility for the relevant certificate needs to be established.
- Flag circumstances requiring additional evidence, including education, previous marriages or one-parent upbringing.
- For an existing certificate, check its expiry and the reason for the new request.
Common questions
Are the parent’s and child’s certificates the same document?
There are corresponding certificates for parents and children. Confirm which documents your application should cover.
Can education evidence affect renewal?
Yes, in the cases defined by the rules. Check the qualifying form of study and the required confirmation before applying.
Related next steps
Payments and concessions require separate applications
The benefit for children in large families is UAH2,100 a month for the third and each subsequent child under six. Payment includes the month of the sixth birthday. Family income and assets do not determine eligibility for this benefit. However, it is not awarded where the family is already receiving basic social assistance when applying. That restriction appears in the current Procedure No250.
The award starts with the month in which the application and all required documents and/or information were submitted. Where two or more children are born together and that birth gives the family large-family status, the payment covers each of those children. This exception matters where not every child from that multiple birth is third or later in birth order.
One parent living with the child applies. The relevant evidence includes the application, the applicant’s identity document, birth certificates for all children, the parents’ large-family certificate and the child’s large-family certificate where the child is already six or older. Applications can use a Pension Fund service centre, an authorised CNAP, post or electronic channels where technically available. Check the current information card for the particular benefit before filing.
Housing and utility concessions use a different test. Large families can receive a 50% concession for the services covered by law, within the prescribed consumption and housing limits. In 2026 the relevant average monthly income threshold is UAH4,660 per person over the applicable six-month period. This does not halve every charge on the household bill automatically. Beneficiary registration and a separate concession application are required. A large-family certificate establishes status; it does not replace the application and eligibility assessment for each form of support.
Diia: applying and displaying a document are different
Distinguish an application, the issued parent’s or child’s large-family certificate and a cash-benefit application. Including an operation in eMaliatko legislation does not mean every family certificate automatically appears among the app’s documents.
For issue or renewal, check the authorised body’s or CNAP’s service card. Diia Accessibility also describes submitting the prescribed application and evidence by post or email. Confirm signature and electronic-intake requirements with the institution. The eMaliatko page previously carried an official temporary-unavailability notice because of State Migration Service technical work; arrange an alternative submission separately.
If you want an existing certificate on your phone, do not substitute a new status or benefit application. Check the issuing body’s records and expiry date and the official Diia service’s current support for that document. The Ministry’s published draft on a “social attribute” does not by itself establish that functionality has launched.
The 2021 position
In 2021, the benefit for the third and each subsequent child under six was UAH 1,700, as recorded in contemporary social-protection notices. Do not apply the current UAH 2,100 retrospectively.
A city council explanation dated 4 February 2021 described renewing certificates for children continuing full-time study after 18, with semester evidence until study ended and no later than age 23. Remarriage and children from an earlier marriage required relevant upbringing evidence.
Benefits during wartime in 2022
The amount increased from UAH 1,700 to UAH 2,100 from 1 March 2022. The Poltava social-protection notice of 10 March 2022 described recalculating existing awards without additional papers solely for this increase. It did not make every new family’s first award automatic.
The child payment and utility concession remained separate. Article 13 of the Child Protection Law provides a 50% reduction for specified services within applicable norms. For a 2022 assessment, check that period’s income conditions and decision rather than the 2026 UAH 4,660 figure. Martial law did not turn the certificate into universal entitlement to every payment without an application.
