Identify the exact veteran status
A certificate confirms a particular recognised status. Ukrainian war veteran categories include combatants, people with disabilities resulting from war and participants in war as defined by legislation. Obtaining status, receiving a certificate and replacing a missing document are separate procedures. Tell the responsible authority which category and action apply to you.
The electronic certificate in Diia
The electronic veteran certificate displays information from the relevant register record and provides a verification mechanism. The Ministry for Veterans Affairs lists the eligible categories, including specified categories of bereaved family members. Using the document requires the Diia application and electronic identification. Creating a digital display does not award a status that has not already been established.
Issue and replacement routes
The responsible body depends on the status and reason for applying. For serving military personnel, a combatant certificate follows the relevant status procedure. The Diia Guide provides a separate service description for participant-in-war status and certificates. Confirm any CNAP application or collection option for the exact procedure; a general veterans services heading does not establish that every office handles every document.
Military service veteran certificates
The certificate titled “Ветеран військової служби” follows a separate procedure under Resolution 1601. The National Guard publishes specific replacement instructions for former National Guard personnel whose certificate is lost or unusable. Those departmental instructions cannot automatically be applied to every other formation or to a war veteran certificate.
For former National Guard personnel, its published replacement instructions direct the application to the Main Directorate of the National Guard of Ukraine. The supporting documents depend on loss, theft or an unusable certificate; check the National Guard’s list before applying.
When a register extract is required
An extract from the veterans register reports existing information and has its own application procedure. Establish whether the receiving institution needs a certificate, an extract or a status decision. Ask the responsible authority to resolve inaccurate records; requesting another extract does not create an absent status.
