Choose the correct notification route
A building passport sets requirements for development; it does not replace the notice of commencement of construction works. Diia provides one service for construction based on a building passport and another for objects in consequence class CC 1, involving minor consequences. Choose according to the valid documents for your project. The design organisation determines the consequence class when preparing the design; it is not an arbitrary choice by the developer.
This notification is not a universal authorisation for all construction. CC 2/CC 3 projects follow a permit procedure. Notification of preparatory works is also separate and does not replace the right to perform construction works.
Information to prepare
Online submission requires a qualified electronic signature. Have the developer’s details, land parcel and land-right information, object details and responsible professionals’ information required by the relevant form. For the building-passport route, Diia requests the passport’s registration number and the design documentation’s number in the electronic construction system, where a design was prepared. For CC 1, check the urban-planning conditions and restrictions, design documentation and any required expert examination.
Where land is jointly owned, identify the co-owners: the service may require their signatures too. Amending an existing notification requires its registration number and supporting evidence. A different developer, contractor or address may call for an amendment to the registered notification rather than another initial submission.
Submit through Diia or an available offline channel
Select the appropriate service in the official Diia account, complete and check the form, then sign it. It is sent to the competent state architectural and construction-control body for the object’s location. A CNAP is a document-submission channel, not a substitute for that authority. Before an offline visit, verify that the selected point accepts this procedure for your construction location.
For personal submission, prepare the prescribed notification, identity document and taxpayer number as required by the official service card. A representative needs proper evidence of authority. Postal submission is also provided for; check the current recipient and required package. The state service is free.
Check the result
Keep the application reference and monitor the account status. Successful registration produces an entry in the Register of Construction Activity within the electronic construction system. Sending a form, or the time spent filling it in, is not confirmation that it has been registered. If returned for correction, address the stated defects and check the subsequent status.
After construction, the object requires its separate applicable commissioning procedure and subsequent ownership registration. A commencement notification does not replace those stages.
