The application and registration are separate stages
Preparing to marry in Ukraine starts with choosing the procedure and the responsible institution. Submission of an application, review of that application and registration of the marriage are separate stages. Sending an online form does not mean that the marriage is already registered or that the ceremony arrangements are complete.
In-person routes and digital availability
The primary in-person route is an application at a DRACS office, where the subsequent registration is arranged. The Diia portal previously stated that its marriage-application service is temporarily unavailable. That portal service differs from marriage registration in the app. Check the app’s current citizenship, age and document requirements and availability separately; a portal notice does not establish that another service works. Confirm a particular CNAP’s civil-registration powers before choosing it.
Documents for the couple’s circumstances
Prepare identity documents and the additional evidence relevant to the couple. A previous marriage, a name change, foreign documents or a foreign national applicant requires a separate check. Do not assume that the eligibility rules of an online service intended for Ukrainian citizens apply to every couple. For a digital application, also check how each applicant must sign.
Registration arrangements and surname changes
Keep submission confirmation and agree the next steps with the responsible office. Confirm the place, time, required attendance, selected service charges and documents to bring. If either person intends to change their surname, plan the later document replacements separately. Marriage registration does not automatically update every other identity document or official record, which can matter when arranging travel or another administrative application.
Agree these points with the civil registry
- Each applicant’s documents, including evidence relating to a previous marriage.
- The date, location and attendance requirements of the chosen registration route.
- Any planned surname change and which documents will need separate replacement.
Common questions
Does submitting an online statement register the marriage?
No. Submission and registration are distinct stages. Follow the instructions of the chosen official procedure.
Does every CNAP offer marriage registration?
No universal availability should be assumed. Check the particular centre’s powers and accepted services.

What a CNAP can do
An authorised CNAP may receive an application within an arranged civil-registration service. Check the local service card for the submission point, registration authority and collection arrangements. An administrator accepting documents does not mean every CNAP office conducts marriage ceremonies. Applying, registering a marriage and obtaining a repeat certificate are separate actions.
Online marriage from abroad in 2025
This was more than an announcement of a future service. The Ministry of Justice’s 15 September 2025 report describes a working digital office and online ceremonies with partners in different parts of Ukraine or the world. For an eligible couple, this meant a remote marriage in the Diia app, rather than merely sending the portal application.
For a new application, check the app’s current requirements for both partners’ citizenship, age, documents, previous marriage and Diia.Signature. Do not apply later expansions retrospectively to every date in 2025. The 10 August 2026 government notice describes subsequent changes, including phased international certificate delivery. It does not establish that every destination is already supported.
Ending a marriage uses a separate route: civil registration, court or the available online divorce procedure.
