Choose the correct registration action

First state registration, transfer after a sale or gift, a change of owner details and replacement of a registration certificate are separate procedures. They are governed, among other rules, by Procedure No.1388. Vehicle registration records the vehicle and owner; a driving licence establishes a person’s entitlement to drive a category. They are different documents and services.

The main in-person channel is an MVS territorial service centre. For a CNAP, verify that the particular branch is authorised for the action and vehicle category. A vehicle service somewhere in a community does not establish availability at every branch.

Documents for an individual

For an ordinary transfer, the Main Service Centre lists identification, the tax number subject to lawful exceptions, evidence of lawful acquisition and the existing registration certificate. A purchase, gift, inheritance or other basis determines additional documents. A representative needs properly established authority. A power of attorney does not itself transfer ownership.

A first registration of an imported used vehicle also involves customs documents, conformity evidence and an expert examination. The Main Service Centre’s 3 July 2026 guidance says the examination remains mandatory for first registration of imported used vehicles and is generally optional for an ordinary ownership transfer. Conversion or changes to numbered components have additional requirements.

Using Diia for a sale

The Main Service Centre’s 15 September 2026 guidance makes the online sale-and-transfer service available to individuals for a passenger car, motorcycle or moped when the seller meets the first-sale conditions and has not already used the online service that calendar year. First registration of an imported vehicle and later taxable sales are outside this service.

The app must contain the relevant identification, tax number and address information, plus the seller’s registration certificate. Both parties check and sign the contract with Diia.Signature. The system checks the vehicle and participants against registers; a seizure, wanted status or another restriction may block the transaction. A legal entity should use the appropriate in-person company route rather than the individual-to-individual sale service.

A vehicle owned by a legal entity

Check the organisation’s documents, the internal authorisation for the action, the representative’s authority and identification, acquisition evidence and vehicle-registration documents. A company must also check applicable military-transport record requirements. An employee’s private arrangement does not replace corporate authority. Compare the current documents with the Main Service Centre’s legal-entity service information.

Martial law and temporary records

Martial law does not make every vehicle humanitarian aid. Temporary state records for humanitarian vehicles have a distinct procedure, transfer documents and declarations. They must not be confused with an ordinary private purchase.

Under paragraph 7 of Procedure No.1388, in the current 15 August 2026 edition, ordinary registration or re-registration is required within 10 days of acquisition, receipt, customs clearance, temporary import or another relevant event. The first paragraph has a specific exception for businesses buying already-registered vehicles for resale. Its former blanket extension solely because of martial law no longer applies: the paragraph was replaced by Resolution No.963 of 13 August 2025. Special 90-day rules for temporary records do not replace the ordinary sale-and-transfer period.

Payment and appointments

Costs depend on the action, certificate, plates and statutory charges. Use the official MVS calculator and current payment details. For a public institution, KEKV expenditure codes and DK021 procurement codes have different purposes. “Vehicle registration” does not automatically establish one universal code for every payment. Identify whether the payment is an administrative charge, document production, a plate or another service.

Use the official Main Service Centre website and its appointment service for an in-person application. Check a CNAP’s capability in the directory, and see the separate driving-licence guide.

Plates, certificate numbers and registration searches

A number plate, VIN and registration-certificate series and number identify different things. The official HSC certificate checker asks for the certificate series, its number and the vehicle plate. It checks a document; it is not a public facility for finding an owner's address from a plate alone. The site labels the function as trial operation. A missing result or typing error does not, by itself, prove forgery.

For vehicle information, choose the appropriate available service in the Driver's Cabinet. The HSC information procedure distinguishes prescribed register-search criteria and a paid VIN-based extract. A plate does not replace the required criterion. Checking an issued certificate is different from tracking a new application: follow the latter through the channel where you submitted it.

Renewal or an expired registration

Identify the document type and reason for replacement first. The HSC explanation of 30 October 2025 explains that introducing new security blanks does not, in itself, invalidate previously issued certificates; an old record missing online does not automatically mean expiry. A sale, changed details, a lost certificate and temporary registration involve different actions, rather than a universal annual renewal.

A temporary certificate for taking somebody else's vehicle abroad is a separate case. The official explanation of 16 September 2026 requires its return to the same territorial service centre within ten days after returning to Ukraine. Do not transfer that condition to every ordinary certificate or another temporary-registration category.
