The number, the card and corrections
RNOKPP is Ukraine’s registration number for an individual taxpayer record. You may also see it described as a tax identification number or identification code. Start by choosing the correct action: first registration and assignment of a number, replacement of the document confirming an existing number, or correction of the registered personal details. Losing a paper card does not mean that a different number should be created.
First registration and supporting evidence
For first registration, check the current application form and identification requirements. A child’s application, an application by a foreign national and an application through a representative can require different supporting evidence. Explain the circumstances when checking the requirements, including how to prove a family relationship or authority to act. Foreign documents may require an appropriate Ukrainian translation. First registration uses form 1DR; changes to registered details use form 5DR. Confirm the relevant form and submission route with the State Tax Service.
Tax offices, the electronic cabinet and CNAPs
Use the State Tax Service and its official electronic cabinet to confirm the available submission routes. Acceptance at a particular CNAP must be checked separately. An office offering passport services does not necessarily accept every tax-related application. When a Ukrainian child is applying for a first national ID card, ask whether the relevant combined procedure is available before making duplicate submissions.
Name changes and checking the result
If a surname or other personal information has changed, check whether the tax record needs updating as well. Review the details in the issued document against the identity evidence. Questions about official verification of a number should be directed to the tax authority. A general information guide does not need a copy of your tax card or passport.
Separate three different requests
- No number has been assigned: check the first taxpayer-registration procedure.
- The card is missing: request evidence of the number already assigned.
- Personal details changed: check correction of the record rather than assignment of another number.
Common questions
Are RNOKPP and a tax identification code the same thing?
These terms are commonly used for the Ukrainian individual taxpayer number. RNOKPP is the official abbreviation.
Do I need a new number if I lose the card?
Replacement of the confirming document is different from first registration. Check the replacement procedure for an existing record.
Related next steps
Diia and the QR-based electronic taxpayer card
Displaying a tax number in an app, registering an individual in the State Register of Individual Taxpayers and obtaining an electronic taxpayer card are distinct steps. Cabinet Resolution No.1806 of 31 December2025 provides an electronic-card procedure for Ukrainian citizens. Form1DR is used for registration and Form5DR for amendments. Submission through the Diia portal, its app or a CNAP administrator depends on the relevant technical functionality being available. A legal provision for a channel does not establish that every office already supports every application scenario.
The electronic card, including a printed version, has the same legal force as the paper card. Its QR identifier must remain intact, legible and sufficiently large and clear to scan. A cropped identifier or a typed number alone is not that electronic document. Where a CNAP administrator prints the result under this procedure, a special blank form and additional certification with an office stamp are not required.
Checking a number versus checking the presented card
Only Ukraine’s State Tax Service verifies the validity of how an RNOKPP number was formed. The presented electronic card can be checked by reading its QR identifier: confirmation is provided through Diia’s information exchange with the taxpayer register. This document-checking mechanism should not be confused with an unrestricted public search for another person’s private tax information.
If details disagree, identify whether the problem concerns the tax record, passport information or the service’s display. Read the official response and contact the authority responsible for that record. A missing card on a screen does not, by itself, mean a different tax number is needed. A third-party check-digit calculator does not establish that the State Tax Service actually assigned a number to a person.
Does this procedure identify a company?
This article concerns individuals. A company’s ЄДРПОУ registration code and its VAT taxpayer identifier have a different purpose; see the separate guide to Ukrainian legal-entity identifiers.
Ukrainian tax ID format and a schematic example
An individual RNOKPP contains 10 digits. The placeholder XXXXXXXXXX illustrates its length: each X stands for one digit. It is not an assigned tax number, and it cannot be used to test whether a number is valid.
RNOKPP is separate from the UNZR demographic register identifier and a document number. UNZR contains 13 digits in groups of eight and five separated by a hyphen. A Ukrainian ID card document number has nine digits. Copy the identifier explicitly requested by the receiving form. The general English label national identification number, or NIN, does not by itself establish that the field requires a Ukrainian tax ID. Ask the receiving institution which Ukrainian identifier it means before supplying a number.
