Confirm what the receiving organisation needs

A Ukrainian criminal record document is now issued as an extract from the relevant Ministry of Internal Affairs information system. It is often searched for as a police clearance certificate. Before applying, ask the organisation requesting it which form and format it accepts. The purpose of the request can affect the correct choice.

Short and full extracts

A short extract reports the presence or absence of a conviction. A full extract also covers the additional information prescribed for criminal proceedings and procedural restrictions. Do not assume that the short version will satisfy every recipient. Confirm the requirement before completing the application.

Diia, Ministry services and participating CNAPs

Check the official Diia portal and Ministry of Internal Affairs electronic services for the available request route. Enter personal details carefully and include previous name changes where the form requires them. If you want to apply through a CNAP, confirm that the particular office accepts the request. Ministry vehicle-service centres are a different network: the Main Service Centre’s territorial offices do not issue these extracts.

The original file, verification and overseas use

Keep the original electronic file and use the official verification mechanism. For a document intended for another country, check whether the recipient requires a paper extract, an apostille and a translation. Printing an electronic file does not automatically produce an apostilled paper document. Review current processing information before applying, since additional record checks can affect the time required. CNAPMAP provides information about the route; the document itself is issued through the competent official system.

Ask the recipient before applying

  • Is the short or the full extract required?
  • Will the original electronic file be accepted, or is another format needed?
  • For overseas use, what separate authentication and translation requirements apply?

Common questions

Is the short extract always sufficient?

No. A full and a short extract contain different information. Ask the recipient which type is required.

Do MVS vehicle-service centres issue criminal record extracts?

No. Use the relevant official Ministry or Diia service and check any other authorised request channels.

A criminal record extract for a tender

Diia explicitly lists participation in public or simplified procurement among the purposes for obtaining this extract. Select the relevant purpose when ordering. Choose the short or full version according to the specific procurement requirements. There is no universal instruction here that every tender requires the full version.

Compare the contracting authority’s request with the information covered by the selected version and any requirement concerning its issue date. Retain the electronic original. Authenticity can be checked using the official verification facility and the extract’s QR code or details. A tender’s requirement for a recent document is a separate condition; do not replace it with an invented validity period claimed to apply to every procurement.

Using Privat24 when applying

The official Diia service card describes obtaining an electronic signature as a PrivatBank customer through Privat24 or a branch. That signature supports an application; it is not the MVS criminal-record extract. Then open the official Diia service or MVS account, submit the appropriate request and follow the result there.

If “a certificate through Privat24” instructions only explain obtaining a signing key, the key is not a criminal-record document. Bank authentication, the signature and the extract request can be separate steps.

The confirmed reception at 10 Bohomoltsia Street

The official MVS explanation confirms paper applications at 10 Akademika Bohomoltsia Street, Kyiv, MVS entrance checkpoint, room No.7. It also describes collection of paper extracts personally or by an appropriately authorised representative. Check current reception hours and access before travelling. This is not a district driving-services centre.

Applying while in Moldova

For records in Ukraine, use the Ukrainian MVS or Diia service if you have the required access. First ask the Moldovan recipient about format, issue date, translation and certification. Another country’s criminal-record document does not replace the Ukrainian extract.

If digital access is difficult, the Foreign Ministry’s general document-request procedure provides for contacting Ukraine’s diplomatic institution in the country of stay about requesting documents from Ukraine. Check the specific action and appointment on the Ukrainian institution’s official Moldova page. This does not promise every extract type without further conditions.

Response time and document recency

An extract records information at its issue date and time. Up to 30 calendar days is the MVS response period, not an automatic universal thirty-day validity period. The receiving institution applies its own procedural date requirements. For example, the judicial qualification commission’s 2025 selection guidance required an extract issued no earlier than 1 March 2025. That was a dated competition, not a universal rule.

Why 2022 instructions differ

The MVS Service Centre announced the then-current Diia certificate on 8 February 2022. Later, Order No.207 of 30 March 2022, registered on 15 April 2022, established information in extract form and replaced Order No.1256. On 29 December 2022, Diia announced beta testing of the updated automated extract. The February announcement, December test and current procedure should not be presented as one unchanged service throughout that year.

A certified copy or a new criminal-record extract

Ask whether the recipient wants a fresh official extract, a notarised copy or an apostille. These are different results. Request a new official extract through MVS or Diia; printing its electronic file does not automatically create a certified copy.

The Justice Ministry's 12 November 2025 explanation requires the authorised person to compare the copy personally with the original and check the legal conditions. For a notarised copy of a paper extract, agree the action with the notary and provide the original. For an electronic document, establish the permitted action and format separately. Copy certification does not replace an apostille, translation or a recipient's requirement for a recently issued extract.
