Identify the legal problem
A boundary dispute, a lease, inheritance of land and a request for a cadastral extract are different tasks. A lawyer examines the legal position and evidence. A cadastral registrar maintains parcel information, while a property-rights registrar records rights and encumbrances. Ordering an extract through a CNAP does not itself settle a disagreement with a neighbour or tenant.
Summarise the disputed action, the outcome you seek and any written decision already received. A legal adviser needs the actual circumstances and documents; a general guide cannot establish ownership or predict the outcome of a dispute.
Obtain a free legal consultation
Ukraine’s free legal aid system provides advice on land matters. Articles 7–8 of Law 3460-VI cover primary assistance including legal information, advice, explanations and specified non-procedural documents. Everyone under Ukrainian jurisdiction has a right to primary assistance.
Call 0 800 213 103; calls within Ukraine are free. The official “How to obtain assistance” page also provides written legal-consultation channels and a bureau finder. Check its current hours and contact options before applying. An outreach consultation at a particular CNAP may follow a separate timetable; it does not mean that every CNAP permanently hosts a lawyer.
Representation and choosing an advocate
Court representation and procedural documents fall under secondary assistance. State-funded eligibility is assessed under Article 14 of the law and the circumstances of the application. Having a land question alone does not automatically qualify someone for a free advocate. The bureau explains which documents establish the relevant entitlement.
If selecting a private advocate, check their details in the Unified Register of Advocates of Ukraine operated by the Ukrainian National Bar Association. Agree on the matter, scope of work, fees and document-handling arrangements. CNAPMAP does not rank advocates or promise the outcome of a case.
Prepare for the first conversation
Gather the lease and amendments, title documents, cadastral number, available extracts and plans, decisions and relevant correspondence. Write a chronology with dates. Provide the full text of a refusal, court notice or another party’s demand so that the adviser can assess any deadlines in context.
Use cadastral services for parcel information and the property-registration procedure for recording rights. A normative monetary valuation extract contains different information. It does not replace cadastral evidence, registration of a right or a legal consultation.
