Report damaged or destroyed property

Record damage to your home. A damage notification and a compensation application are separate submissions.

A damaged residential building in Kyiv

These are general requirements for the procedure. Availability at each reception point is verified separately. Confirm reception arrangements and current requirements before visiting.

Fee

Free of charge.

Processing time

A completed notification is treated as received on the submission date. This concerns registration, not a compensation payment.

Who can apply

Owners of property damaged or destroyed by Russian armed aggression, subject to the notification procedure. A representative must establish their authority. Recording damage does not itself establish entitlement to compensation.

Documents to prepare

  • A passport or other accepted identity document and taxpayer number, or the legally permitted alternative details.
  • The property address, type, ownership information and description of damage. Ask about manual entry if the property is missing from the property-rights register.
  • An email address for the notification reference. Include photographs if available and safe to obtain.
  • Evidence of authority when applying through a representative.

How to apply

  1. Check whether the same property and incident have already been reported and keep any existing reference.
  2. Use Diia or confirm that a specific CNAP branch or notary accepts service 02418.
  3. Enter the property and damage details. Check the address and contact information before submission.
  4. Save the registered notification reference. Apply separately for compensation if you wish to request funding.

What you receive

A registered damage notification and reference number. This is not a payment decision or a substitute for a compensation application.

Possible grounds for refusal

  • The official service card does not specify a separate list of refusal grounds. Ask the provider to resolve incorrect details or technical submission problems.

Before you apply

  • Do not enter an unsafe building to take photographs. The authorised commission assesses the extent of damage.
  • Confirm acceptance at the exact branch address. An unconfirmed catalogue entry means verified availability data is not yet available.

Where to apply

Only published reception points with address-specific evidence are listed below. This is not a complete list.
