Residence registration

Register a residential address through a community authority or CNAP using a paper application.

These are general requirements for the procedure. Availability at each reception point is verified separately. Confirm reception arrangements and current requirements before visiting.

Fee

1.5% of the statutory subsistence minimum for able-bodied persons on 1 January of the application year; 2.5% for late registration. Ask the community for the current-year amount and payment details.

Processing time

One working day with a complete application.

Who can apply

Ukrainian citizens aged 14 or over, and foreigners or stateless persons lawfully resident in Ukraine. Children under 14 use a separate procedure.

Documents to prepare

  • Application and an identity document.
  • Ownership, tenancy or other residence-right evidence; otherwise the prescribed consents of owners and other authorised persons.
  • Administrative-fee payment confirmation.
  • Military registration document where the requirement applies.
  • Where relevant, representative documents and mortgagee or security-trustee consent; foreigners also need the relevant passport and an authenticated translation.

How to apply

  1. Apply to the registration authority or CNAP serving the home’s address.
  2. Prepare proof of the right to live there or the necessary consents, pay the fee and submit the application and documents.
  3. Check the registration result and request a separate extract if needed.

What you receive

Residence registration or a reasoned refusal.

Possible grounds for refusal

  • Incomplete, invalid or inaccurate documents.
  • No valid residence basis or a required consent is missing.
  • Register discrepancies, a non-residential property or no officially assigned address.

Before you apply

  • The old address can be deregistered at the same time without a separate deregistration application.
  • The general application deadline after moving is 30 calendar days, with exceptions for specified cases.
  • Electronic declaration is a separate option with its own eligibility and availability conditions.
