Choose the right address procedure
Registering a place of residence concerns a person's address record. A paper application through the registration authority or a CNAP is different from an online residence declaration. The online route has eligibility and technical conditions, including information held in registers. Start by checking which route fits your circumstances. If the distinction is unclear, describe the situation to the community registration authority responsible for the address and ask for the correct service name.
Check the basis for living at the address
Write down the full address and identify the documents supporting your right to live there. If someone else owns the property, ask how owner and co-owner consent must be provided in your case. A verbal rental arrangement does not resolve the document requirements. Owners should also check whether property and ownership details are recorded correctly. Different street names or a mistyped apartment number can make matching the records more difficult.
Make an individual document list
Use the current official service information rather than a checklist intended for another applicant. Preparation generally involves identity documents, an application, the housing basis and the relevant administrative payment. Children, representation and particular applicant categories have additional conditions. Where military registration requirements are relevant, check the current position with the competent registration authority. Mark which originals are available and which missing or inconsistent details need clarification before the appointment.
Ask about the previous address
In applicable cases, registering the new address can be combined with removal from the previous address record. Ask before submitting two separate applications. Addresses in areas of hostilities or temporary occupation may be subject to special rules. Avoid trying a sequence of unrelated online applications in the hope that one will work. Obtain an explanation for the particular addresses involved and keep a note of the recommended procedure and supporting evidence.
Submit and track the application
Before signing, review the complete address, personal details and requested action. Confirm current payment details and the correct payment description. Keep the receipt of submission and reference number. When applying online, check that the application was actually submitted rather than saved as a draft. If the authority refuses the request, read the stated reason and ask what needs to be corrected before applying again. Repeating the same information may leave the underlying problem unresolved.
Verify the completed record
If proof of residence is needed for another procedure, ask how to obtain the current residence extract. Compare the settlement, street, building and apartment information with the details you supplied. Keep the result together with the application record. In CNAPMAP, look for a relevant community service point and verified residence services. The directory's contact form is for reporting information errors; it does not register your residence or change the community register.
Registering a child’s residence: under 14 and ages 14–18
For a child under 14, a parent or another legal representative submits the application. The Diia Guide lists the birth certificate, the representative’s identity document and the other parent’s consent, subject to specified exceptions. A newborn’s residence must be registered within three months of the state registration of birth.
At ages 14–18, the child applies independently with the parental or legal representative consent required by the procedure. An exception applies to consent for registration in an educational institution’s dormitory. Online declaration has separate eligibility requirements involving electronic signatures, register information and relevant approvals. If the portal’s conditions do not fit your circumstances, contact the registration authority or CNAP for the relevant community.
Online declaration from age 14 requires a tax number and Diia.Signature or a qualified electronic signature; the service is available to people not liable for military service. Housing ownership must appear in the property register, and owners or co-owners need tax numbers and electronic signatures for approval. If the child selects housing where neither parent is registered, Diia requires parental and owner consent. Applicants aged 16–17 remain minors; adult rules do not automatically apply.
Actual address, registered residence and place of stay
Your actual address describes where you live. Declared or registered residence is the information entered in the register through the prescribed procedure. A tenancy agreement does not itself update that register. Obtaining a residence extract confirms the recorded information; it does not register a move.
“Temporary registration” is not a universal separate address service. The State Migration Service explains that registering a place of stay in Ukraine is available to foreigners and stateless people holding a certificate of application for protection. Other situations require the appropriate residence-registration procedure. Address registration does not create ownership of the home.
Registering an address after a residence permit
The Migration Service gives foreigners 30 calendar days from receipt of a temporary or permanent residence permit, or the relevant protection document, to declare or register their address and that of their children under 14. The general moving rule also requires action within 30 calendar days of arrival at the new residence. Check which event starts the period in your case. A residence permit and address registration are separate procedures.
Current application forms
For a new application, use the form under current Procedure No.265 and the registration authority’s service information, rather than a random 2020–2022 template. Enter the correct applicant, address, document and basis for residence; representation, child and consent fields depend on the situation. Do not sign a sample containing another person’s details.
To prove the recorded address, obtain a residence extract. The former certificates in annexes 13 and 16 to repealed Rules No.207 are no longer current forms for new issuance. Distinguish the residence-registration fee from the free extract service.
Resolutions 207 and 265
Cabinet Resolution 207 of 2 March 2016 approved the previous residence-registration rules and the procedure for transmitting registration information to the Unified State Demographic Register. The State Migration Service explains that it ceased to be effective after the introduction of the arrangements in Resolution 265.
Resolution 265 of 7 February 2022, concerning residence declaration and registration and territorial-community registers, took effect on 14 March 2022. It approved the new registration, register-maintenance and information-exchange procedures. Use its current version for a new application and the applicable dated version for a historical case. An old Resolution-207 form found online is not automatically today’s application form.
What “law 5463” means in residence searches
In this context, 5463, registered on 5 May 2021, is the number of the draft on implementing electronic residence-registration and declaration services. Parliament’s voting record shows adoption on 5 November 2021.
For the operative legislation, the SMS cites Law 1871-IX of 5 November 2021, on public and electronic public services for residence declaration and registration in Ukraine, effective 1 December 2021. Distinguish the bill number, enacted law number and Cabinet resolution. Bill 5463 and Resolution 265 are not interchangeable references.
Residence applications in 2020–2022
For a historical case, select the rules applying on the action date. Paragraph 18 of Rules 207 in the 31 December 2020 edition required an application, identification, payment evidence and the housing basis or appropriate consent. Children, representatives and military-registration cases required additional checks. This is a historical description rather than a new 2026 checklist.
Resolution 1364 of 28 December 2020 updated Annex 6 for residence registration, Annex 7 for a young child and Annex 11 for deregistration. They appeared in the official newspaper of 31 December 2020. Lutsk City Council retains the Annex 6 blank marked 2021. Its fields identified the authority, applicant or representative, person, new and previous address, document and housing basis, with the prescribed owner-consent section. These are instructions for reading an archived example, not advice to submit it now. Do not copy another person’s details from a specimen.
The important 2022 transition date is 14 March, when Procedure 265 took effect. Paragraph 35 of its original 7 February 2022 text referred to Annexes 2, 3 and 8, identification or protection-application evidence, housing documents or consent, payment and military-registration evidence where applicable. Later amendments should not be applied retrospectively to the entire period.
What registration cost in 2022
Kropyvnytskyi CNAP’s notice of 31 December 2021 stated fees from 1 January 2022 of UAH 37.22 for timely applications and UAH 62.03 for late registration. Combined deregistration and registration attracted one service charge. These are dated fees, not today’s price. Older UAH 13.60/40.80 notices do not establish the tariff throughout 2022.
Children under the original 2022 rules
Paragraphs 31–34 allowed an independent application from age 14, with the required consent before adulthood and a specified educational-dormitory exception. Below 14, a parent or another legal representative applied. Exceptions concerned parents registered at one address and an appropriate court or guardianship decision. A newborn’s address had to be registered within three months of state birth registration. Check the action date and family circumstances for the actual case.
Current forms and a foreign national’s address
The 30 May 2026 edition of Procedure 265 uses Annex 2: the official application DOCX. Under paragraph 37, the officer generates and prints the application, which the applicant checks and signs. Resolution 648 removed the old Annexes 3 and 8; a form number quoted in a 2022 article is not proof of current suitability.
For a foreign national applying with a residence permit, paragraph 35 also requires the appropriate passport and properly certified Ukrainian translation of the personal-details page. Applying for the permit or visa itself is separate. “Foreigner registration application” without its purpose does not identify one universal form.
Registration of a place of stay in Ukraine
This service concerns a foreign national or stateless person with a certificate of application for protection. Official service card 00040 provides for the community authority or CNAP, personal submission or a proper representative, protection evidence and housing rights or consent, with representation or mortgagee documents where relevant. It is not a universal temporary-address registration for every Ukrainian citizen.
The card specifies no charge and one calendar day for processing. That processing day is different from the permitted period of stay, which follows the legal ground and protection document, rather than an unrestricted choice of 90 days or a year. Online residence declaration is another procedure; a digital appointment does not establish remote completion of this stay-registration service.
A different actual address and registration penalties
Living at another address, having no registered address and missing a required registration deadline are different questions. Article 197 of the current Administrative Offences Code covers, among other cases, citizens living without residence registration. It provides a warning for the first offence and one to three statutory non-taxable minimums for repetition within a year after an administrative penalty. Different addresses alone do not automatically establish every element of that offence. Check the duty and deadline after a move separately; foreigners also have other migration rules. An individual penalty requires the facts and a competent authority's decision.
Residence permits and temporary-address rules in 2020
Paragraph 4 of Rules 207 as at 31 December 2020 set 30 calendar days after deregistering the old address and arriving at the new residence. Do not automatically substitute the permit-issue date for that event: permission to reside and an address record are distinct. A historical application requires its actual date, the foreigner's document and the identity and housing evidence then prescribed by paragraph 18.
The then paragraph 25 covered applicants for protection: Annex 8, paragraph 18 documents without the administrative-fee receipt, the legally prescribed period and an entry in the protection-application certificate. It was not a universal temporary-registration scheme for citizens. Use the relevant edition for another 2020 date. “Registration on arrival” alone does not identify whether the matter concerns a residence address, protection or a migration document; establish the purpose first.
