Choose the Ukrainian document and authority

Ukrainian travel passports overseas are handled by Ukrainian embassies and consulates and by authorised overseas branches of State Enterprise Document. Their service lists, bookings, charges and collection procedures differ. Do not assume a Ukrainian CNAP operates in every foreign city.

Identify whether you need a travel passport, a first ID card, an ID replacement or a document for returning to Ukraine. A consular passport service does not establish the same range of ID-card operations. Check the exact service and the applicant’s circumstances.

A first ID card from 14

Overseas Passport Service branches can accept first ID applications from 14. The current Milan service page lists a birth certificate with a properly certified translation where necessary, a Ukrainian passport of one or both parents, and address and tax-number information if available. If either parent was not a Ukrainian citizen when the child was born, check the required confirmation of the child’s citizenship. A foreign birth certificate alone does not resolve that issue.

The application is personal, and verification of the holder is mandatory when collecting an ID. A first ID and travel passport may be requested together under the applicable conditions. Free state administrative issuance of a first ID must be distinguished from the operator’s service and delivery charges. Check the selected overseas branch’s full amount.

Ukrainian passport services in the USA

The Foreign Ministry’s official US directory lists the embassy in Washington and consulates general in Houston, New York, San Francisco and Chicago. Choose according to your matter and the mission’s rules. Follow the passport-service and appointment links from the official page, checking the consular district, application category and separate collection arrangements.

On 21 March 2026, the Foreign Ministry announced a project for receiving passports processed by diplomatic missions through VFS in the USA, Canada and the United Kingdom. A delivery announcement does not establish that every VFS office accepts new Ukrainian passport applications. Check the current implementation for your case.

Milan: applications and collection are different

The official Milan Document branch lists Via Eugenio Curiel,25, Rozzano, Fiordaliso shopping centre. Applications require a prior electronic appointment; completed documents are issued through a walk-in queue. Published hours are Monday–Saturday 09:00–18:00, with Sunday closed. Check the branch’s current notices before travelling rather than relying on its old launch announcement.

Status, delivery and interruptions

Use Passport Service’s official checker for that channel and the Foreign Ministry checker for consular applications. Production does not mean arrival at the collection location. Milan’s page gives an overseas-branch issuance period of up to three months; also verify arrival and the branch’s collection procedure. Forwarding a document previously ordered in Ukraine is a separate service requiring coordination.

For a “passport services not working” query, identify the office, date and action. A booking fault, suspended application service and delayed delivery are different events. An old notice or a page-loading error does not establish a current shutdown of all overseas Ukrainian passport services.

Warsaw Blue City

The official DP Dokument centre in Warsaw is at Aleje Jerozolimskie 179, Blue City shopping centre, second floor. Applications require advance electronic booking verified through Diia.Signature or NBU BankID; completed-document collection uses a walk-in queue. Check that office’s notices before travelling.

Passport services at a post office

Delivery and accepting a passport application are different services. An Ukrposhta branch’s existence does not establish that it accepts Ukrainian passport forms or biometrics. Apply through the prescribed official route, then choose the available collection or delivery option.

The Foreign Ministry describes delivery of processed documents to a Ukrainian diplomatic mission through designated operators. Other prescribed postal or express-receipt procedures have contractual and technical conditions and identity verification, reflected in Resolution 1569’s amendments. A legal provision does not establish availability in every country or branch.

Before paying, agree the production status, recipient, delivery method and location and identity check with the institution that accepted your application. Do not automatically apply another country’s post-office passport rules to Ukrainian issue or delivery.

Ukrainian Passport Service in London

The official DP Dokument London centre lists Ground Floor, The Foundry, 8–15 Dereham Place, EC2A 3HJ. Its service list includes travel passports, passports for children, ID cards and combined applications. Select your procedure and follow that operator's “Запис онлайн” link. Advance booking uses Diia.Signature or NBU BankID verification.

The published hours are Monday–Friday 09:00–20:00, Saturday 09:00–18:00 and Sunday closed. Check current notices, appointment availability and required documents before travelling. A listed centre does not guarantee a free slot or one charge for every procedure.

The consular route uses a different institution. The Foreign Ministry directory identifies the consular section at 78 Kensington Park Road, London W11 2PL, with separate advance booking. Do not apply DP Dokument's booking, payment or address to the consulate.
