Identify your legal status and the result you need
A war veteran, a combat participant, a person with a war-related disability and a deceased defender’s family member are related but distinct legal categories. Documents, the deciding authority and support depend on the recognised status and programme. Service, including in the National Guard, does not itself replace the process of establishing the relevant status.
Decide whether you need status recognition, a replacement certificate, a register extract, a benefit application, social support or a healthcare provider. A CNAP handles administrative applications within its service list. A healthcare institution provides treatment.
The CNAP veterans’ service window
The Ministry for Veterans Affairs lists applications for specified statuses, certificates and replacements, certain one-off payments, rental compensation and information from the State Register of War Veterans among these services. Each has its own legal grounds and competent authority. For example, accepting combat-status applications for volunteers is not a universal status-award procedure for every service member.
Check the service name, applicant category and availability at the selected branch. The ministry states that electronic applications for war-related disability status and the status of a deceased defender’s family member can be submitted through a CNAP regardless of registered residence. Do not automatically extend that rule to other procedures.
See the guides to a war veteran certificate and a veteran-register extract. An extract confirms existing records; it does not award a new status.
Utility benefits: the Pension Fund route
Combat participants are entitled to a 75% discount on specified housing and utility services within statutory social norms. This does not mean 75% of every bill without limits, nor an automatic benefit for every category described as a veteran. Other categories have their own rules.
Check inclusion in the beneficiary register and the benefit application. The Pension Fund accepts applications through service centres and its official electronic portal; relevant applications can also be forwarded through a CNAP or authorised community authority. Prepare identification, a tax number subject to lawful exceptions, status evidence and the required housing and service details. Report changes of address, household or provider under the Pension Fund procedure.
Social services and a support specialist
A cash payment and a social service are different forms of support. A social worker can assess needs and help arrange adaptation, care, counselling or another available service under its conditions. Contact your community’s social protection authority or social-service provider and check the particular programme.
Find a veteran and demobilised-person support specialist through the community’s veteran-policy unit or Veteran Pro in Diia. They help navigate documents, employment, housing, rehabilitation and family support. Assistance does not replace the decision of the authority awarding a benefit or legal status.
Healthcare and dentistry
Start with a family doctor and a provider holding the relevant National Health Service of Ukraine contract. Many specialist services require a referral; confirm the package, clinical indications and access conditions before booking. A CNAP neither provides clinical treatment nor prescribes medical procedures.
The NHSU’s 1 September 2026 guidance describes free dental treatment for veterans and other categories covered by the programme. A dentist first determines the need and treatment scope and provides a referral for the required services according to clinical indications. The applicant then uses a provider with the appropriate NHSU contract and supplies an application, identification, tax-number and status documents. Dental prosthetics require a separate check of referral and programme conditions. Do not assume every clinic participates or every procedure is covered.
The official NHSU guidance explains provider search and patient rights; the NHSU information line is 16-77. For an administrative application, find a branch in the CNAP directory.
Veteran employment services in your region
Use the State Employment Service's national vacancies portal. Its official 8 June 2026 explanation describes a veteran category and filters for occupation, region and working conditions. This helps locate suitable opportunities; it does not guarantee the closest job or employment.
For individual support, choose the official regional employment service through its website directory. A veteran-support specialist can help identify the need and route, but a listed CNAP is not automatically a universal employment office. Vacancies, training and state payments have separate conditions.
