Identify the document before booking

“Ukrainian passport” can refer to a domestic identity document or to the separate passport used for international travel. The Ukrainian ID card and the older domestic passport booklet belong to the first category. A travel passport has a different purpose. The word “biometric” alone does not identify the correct application. Start with the full document name and the reason you need it.

Domestic identity: ID card or booklet

The passport of a citizen of Ukraine is issued as an ID card, including first issue after the age of 14. An exchange following a change of details, replacement of a damaged document and replacement after loss are different application routes. The State Migration Service explains that Ukrainian legislation does not set a single final validity date for all domestic passport booklets issued under the 1994 model. A valid booklet is therefore not automatically invalid simply because ID cards exist. The condition of the individual document and the rules applicable to it still matter.

International travel passport

The usual document for travel abroad is the passport of a citizen of Ukraine for travelling abroad. The State Migration Service distinguishes it from the domestic ID card: using an ID card for international travel depends on the relevant intergovernmental agreement. An ID card is not a general substitute for a travel passport in every destination. First issue, renewal or exchange, and replacement of a lost travel passport also have separate requirements.

A child can have an individual Ukrainian travel passport from birth. This is a different document from the domestic ID card first issued after 14. For a search such as “a child’s Ukrainian passport”, decide whether the purpose is a foreign trip or domestic identification before selecting a service.

Choose the next step

Write down the document type, the applicant’s age and the reason for applying. After loss, identify which passport was lost; the domestic and travel replacement routes differ. If an application has already been submitted, use the readiness check rather than starting a second application. Then find an authorised Migration Service office or an equipped CNAP accepting that exact operation.

Keep the full name of the selected service and its official application requirements. Before an international trip, check the destination’s current entry rules and the carrier’s conditions using their official information.

Can a Ukrainian ID card be used abroad?

An ID card is not a universal substitute for a travel passport. Ukraine’s Migration Service names Türkiye and Georgia as examples with relevant bilateral agreements, but the route, transit, entry method and current destination rules need separate checks. An agreement with the destination does not establish that a third country accepts the card for transit.

An identity document accepted abroad and legal entitlement to leave Ukraine during martial law are separate questions. Possessing a passport or ID card does not establish every person’s right to cross the border. Check current Foreign Ministry, Border Guard, destination and transit-country requirements before travel.

Ordinary, service and diplomatic passports

In “ordinary passport vs service passport”, a Ukrainian service passport does not mean the internal ID card. Ordinary private international travel uses the Ukrainian citizen’s travel passport. Service and diplomatic passports are separate documents for specified categories and official circumstances.

Under Decree 264/2015, as amended, the Foreign Ministry issues those documents. A service passport depends on the prescribed category and official assignment; a diplomatic passport has its own grounds. They are not paid “upgrades” that any CNAP applicant can choose. Use the ordinary passport procedure for a personal application.

Authenticity and document status

Obtain a passport through official issue and identity verification, rather than buying a completed document. The SMS checker searches invalid-document information using the document type and details.

The SMS expressly warns that the result is informational: absence from the database does not guarantee validity or authenticity. It is not a full forensic examination or proof of citizenship. For official confirmation, take the original to the appropriate SMS unit. Do not publish passport details in comments or send them to an unverified intermediary.

What does passport holder mean?

In a passport form or travel rule, the passport holder is the person to whom the passport was issued. “Name of passport holder” asks for that person’s name as recorded in the document. In a shop, “passport holder” can mean a cover or wallet; that product is different from a passport or an application service.

How much does a Ukrainian passport cost in 2026?

Choose the document first. DMS tariffs provide for a free first ID card; ID exchange or replacement costs UAH 618 within up to 20 working days or UAH 988 within up to seven. A travel passport at a DMS office costs UAH 1,147 within up to 20 working days or UAH 1,787 for urgent issue within up to seven working days. These are different services and timeframes, so “Ukrainian passport price” has no single amount without the document type. Other operators may have their own fee component, and applications abroad involve separate consular or service charges. Check the selected institution’s current tariff and payment details before paying.
