Choose the child’s passport procedure

A Ukrainian passport for international travel can be issued to a child from birth. This service is for citizens of Ukraine. Before booking, identify whether the application is for a first passport, renewal of an existing document or replacement after loss. The basis of the request affects the additional evidence required.

Child identity, citizenship and representation

Under the current procedure, applicants aged 14 or over apply personally; children under 14 apply through a legal representative. This filing rule differs from travel requirements, passport validity and tracker identifiers. Prepare birth evidence, a national identity document where age requires it, the representative’s authority evidence and payment or exemption information. Particular birth or citizenship circumstances may require further proof; a translated foreign birth certificate alone may not establish every requirement.

Attendance, photography and biometric procedures

Choose a DMS migration-service office or a CNAP confirmed to accept the passport application. Ask about the child’s attendance, photograph and applicable biometric procedures for that age. A supplied photograph is allowed only in specified circumstances and should not be assumed to replace attendance for every child. Check the format before arranging it.

Checking the application and collecting the passport

Before signing, review the name, birth date and Latin spelling, especially where earlier documents exist. Keep the application details and ask who can collect the passport. Follow the DMS instructions for tracking a child’s document. Travel and border-crossing requirements are separate: holding a passport does not by itself satisfy every condition for the child’s trip. Verify the current fee and payment details with the receiving office.

Three separate evidence checks

  • Child identity: which document applies at that age?
  • Ukrainian citizenship: is the available evidence sufficient for the birth circumstances?
  • Adult authority: who may apply, and how must that authority be shown?

Common questions

Can a Ukrainian baby have an international passport?

A passport for international travel can be issued to a Ukrainian citizen from birth, subject to the relevant application and representation rules.

Can a photograph always replace the child’s attendance?

No. Photograph and attendance requirements depend on the prescribed age and circumstances. Confirm them with the receiving office.

What changes at ages 12, 14 and 16?

These ages concern different parts of the process. For a child under 12, one colour photograph measuring 10 × 15 cm can be submitted for scanning the facial image, subject to DMS requirements. From age 12 the child must attend for biometric data, including fingerprint scanning. The photograph arrangement for younger children should not be applied automatically to applicants aged 12 or over.

For a child under 14, one parent or another eligible legal representative submits the application. From age 14 the applicant applies personally and provides a Ukrainian domestic passport. A procedure allows the first ID card and travel passport to be requested together; confirm the available application route when booking.

A travel passport issued before the holder reaches 16 is valid for four years. From age 16, a new passport is issued for ten years. Turning 16 does not itself cause an earlier passport to expire on that birthday.

DMS tariffs state UAH1,147 for issue within up to 20 working days, or UAH1,787 for urgent issue within up to seven working days, at DMS offices. Applications abroad use a separate consular fee. Check another operator’s published terms for its own total charges.

A child passport “for five years” or an older form

The current Ukrainian travel-passport validity depends on age when issued: four years below 16 and ten years from 16. The Migration Service’s current service card does not offer an ordinary five-year child-passport option. “Old-style” may refer to a former child travel document or another country’s procedure; that checklist is not a new Ukrainian passport application.

Explain previous documents, the child’s citizenship and age, and why a new passport is needed. An actual older document requires its own type and validity check; do not alter its printed expiry yourself.

How many travel passports can a child hold, and what size is the document?

Point 3 of the current Procedure 152 sets the general limit: a Ukrainian citizen cannot hold more than two travel passports. This also applies to a child; document validity and the number of passports are different questions. If two valid documents already exist, confirm the exchange and cancellation process with the issuing institution rather than expecting a third ordinary valid passport.

The technical description in Resolution 152 specifies a booklet measuring 88 × 125 mm, with a tolerance of ± 0.75 mm. It does not provide a smaller infant booklet. These are the document dimensions, not the photograph size. A 10 × 15 cm photograph allowed for scanning in prescribed cases, including for a child under 12, is neither the passport’s dimensions nor a universal photo requirement for all applicants.
