Ukrainian biometric travel passports

Choose a service point with passport facilities

A Ukrainian travel passport can be requested through the State Migration Service, authorised administrative service centres and other legally designated providers. A nearby CNAP does not necessarily have passport equipment. Contact the particular branch before booking and describe whether the application concerns an adult or a child. Ask about both submission and collection. These may follow different arrangements, even within the same centre.

Identify the reason for your application

A first passport, a replacement following a change of personal details and a document replacing a lost passport are different situations. Explain which one applies and whether you still have the previous passport. If it was stolen, ask which supporting evidence is required. For a child, check attendance, representation and photograph requirements for that age. Do not assume that the instructions for an adult application also cover a young child.

Build a checklist for your circumstances

Consult the current State Migration Service requirements. The relevant documents establish identity, citizenship, payment and any additional circumstances of the application. A short online summary is not an exhaustive checklist for every applicant. Arrange the originals, keep any requested copies separate and compare names and dates across documents. Tell the centre about discrepancies before the appointment. This gives you an opportunity to ask how they should be addressed rather than discovering the problem at the counter.

Confirm payment and booking arrangements

Check the current fee and payment details with the chosen provider or the Migration Service before paying. An old receipt or an undated article may contain obsolete information. A booking organises your visit; it does not guarantee approval or production before a holiday. Save the ticket, exact location and arrival instructions. Ask what happens if an air alert, power interruption or unavailable state system affects the appointment.

Review the application before signing

At the counter, read your name, date of birth and other personal information carefully. Discuss Latin spelling before signing, particularly if consistency with another document matters. Ask where to track the application, where the passport will be collected and which documents you must bring back. Keep the application reference somewhere easy to retrieve. Avoid storing it only in a long conversation where it may be difficult to locate later.

Plan collection using the official status

An estimated processing period is not a readiness notification. Check the official status and collection hours before travelling. Ask whether collection requires a separate appointment. On receipt, inspect the passport and verify the personal details. If something is wrong, contact the issuing authority promptly and request the applicable correction procedure.

Use CNAPMAP to locate branches whose passport service has been verified. An unknown service status means that confirmation is still needed. You can report an incorrect address or schedule through the contact form, but the directory does not accept passport applications or control the official appointment queue.

Ukrainian travel-passport fees in 2026

The Migration Service tariffs give an administrative charge of UAH 1,147 for ordinary processing within 20 working days: UAH 352 for the service and UAH 795 for the blank. Urgent processing within 7 working days costs UAH 1,787: UAH 992 plus UAH 795. A special three-working-day route is limited to statutory urgent circumstances; it is not a general option for any trip.

These are state administrative charges, not different municipal tariffs. For Kyiv, Dnipro, Lviv, Odesa, Kharkiv, Sumy and other cities, also identify the operator. State Enterprise Document may charge separately for its service, and overseas consular or operator charges differ. Confirm the full amount at the selected official point. A national tariff does not establish passport equipment or appointment availability at a particular CNAP.

Why “exactly one month” is not a promise

Twenty working days are not one calendar month, and seven working days are not one calendar week. The Migration Service warns of possible production and delivery delays during martial law. Identity checks and the application circumstances also affect the procedure. An urgent fee does not guarantee collection before a flight. Check the final collection status before travelling to the office.

The 2025 fees and older passport forms

The Migration Service table lists UAH 1,042 for ordinary and UAH 1,682 for urgent processing before 31 December 2025. The blank cost and total changed from 1 January 2026. The service distinguishes an application already submitted by the end of 2025 from a payment made without submitting it: the latter may require a top-up at the tariff applying on the submission date.

For an older or non-biometric document, identify its type, issue year and reason for replacement. “Old-style passport” does not establish a new application’s document list. Check the current Ukrainian procedure and existing document with the Migration Service rather than using a foreign-passport checklist or an old child travel-document procedure.

Emergency passport: urgent issue or return to Ukraine

In Ukraine, ordinary urgent issue within seven working days differs from special issue within three working days. The latter requires documented grounds for urgent travel abroad, such as medical treatment, accompanying a seriously ill person or a relative’s death abroad. A tourist ticket alone does not create that ground. Confirm the procedure and evidence with the authorised institution.

Abroad, if a passport is lost, stolen, expired or invalid and you need to return home, check the certificate for return to Ukraine. Under Resolution 285, a Ukrainian diplomatic mission issues it on the prescribed grounds. It is an entry-to-Ukraine document, not a general replacement travel passport for worldwide trips.

Contact the competent consulate and prepare available identity and citizenship evidence and the loss or other supporting documents required by its instructions. Do not assume every case will be completed in three days: identity checks, evidence and the period for this separate procedure must be established individually.

If passport services appear unavailable

Identify the operator and action: an SMS unit, particular CNAP, DP Dokument or a consulate. Applications, appointments, readiness checks and collection use different channels. No available queue tickets or a webpage error does not establish a nationwide or overseas suspension.

Check your institution’s dated official notice and reception confirmation. For example, DP Dokument’s 4 October 2026 notice reported completed technical work and rescheduling of valid appointments. It concerned that operator and date; it is not evidence that all passport services are currently stopped. For a delayed issued document, use the appropriate readiness service.

Travel-passport number, application form and application portal

Resolution 152’s technical description provides for a two-letter booklet series and a six-digit number. When completing “international passport document number”, check the field label and the actual travel document. The nine-digit ID-card number and 13-digit UNZR are different identifiers.

The DMS service card states that the receiving officer prints the application questionnaire, which the applicant checks and signs. The DMS electronic-queue link on that page books an appointment; the readiness checker concerns an application already submitted. Neither is fully remote passport issue or a reason to download an unverified “passport application form” elsewhere.

Basic evidence and additional grounds

For an ordinary application, prepare the domestic passport from age 14, the appropriate birth and citizenship evidence for the circumstances, and payment or exemption evidence. An eligible representative applies for a child under 14; citizenship and representation evidence are required in prescribed cases. An exchange also needs the previous travel passport and evidence of the exchange ground where required. Loss or theft requires the relevant statement, with the prescribed criminal-register extract for theft in Ukraine. First issue, exchange and loss have different checklists: choose the relevant section of the official card before booking.

Travel-passport documents required in 2025

For a historical application, establish its date first. Under Procedure 152 before 25 December 2025, paragraph 7 provided for personal application from age 16 and a legal representative below 16. For an application in Ukraine, paragraph 35 listed the internal passport from age 14, a birth document below 14 and citizenship evidence where required; the representative’s identification and authority, unless the representative was a parent; and payment or fee-exemption evidence. A 10×15 cm photograph could be scanned in specified cases, including a child under 12.

The SMS explanation of 11 March 2025 described the child’s birth document, tax number if available, ID card from age 14, payment and the applying parent’s or other legal representative’s passport. This is dated guidance, not a universal paper-photo requirement for adults.

An exchange additionally required the passport being replaced; a personal-data change also required evidence of that change. Loss required a statement; theft in Ukraine also required an extract from the criminal-investigation register (paragraphs 37–38). Check special circumstances against the edition applying on the submission date.

From 25 December 2025, the amended edition lowered personal submission to age 14 and added residence-registration information or its absence, plus tax-number data if available. It also addressed surrender of previous expired travel passports and additional available evidence for a first application using an internal passport booklet issued by an office that had ceased operating or was temporarily not exercising its powers. These late-year changes should not be applied to all of 2025. Use current requirements for a new application.
