Check the legal ground and application channel

A mobilisation deferment is based on a specific ground in article 23 of Ukraine’s mobilisation legislation. It is not deregistration from military records, discharge from service or permission to cross the border. Identify the applicable category before collecting evidence.

Since 1 November 2025, new applications use Reserve+ or a CNAP under the current procedure. Check your category in Reserve+ first: the electronic route verifies information against state registers. Use a CNAP if the ground is not yet digitised, you have no smartphone or the register data are insufficient. An app option does not itself create legal eligibility.

What a CNAP does and who decides

The person liable for military service must apply at the CNAP personally. A relative, lawyer or another representative cannot apply instead. The service is available regardless of registered residence, but confirm the selected branch’s operation and appointments before travelling. The administrator receives and scans the evidence, forwards it through the state system to the relevant Territorial Recruitment and Social Support Centre, and issues the result under the procedure. The TCC makes the decision.

Keep the administrator’s incoming-document inventory, application number and date. Receipt of documents is not approval. Check the current result in the QR-coded military registration document in Reserve+. An old paper deferment certificate with a wet stamp is not the universal current proof.

Documents and care-related grounds

Check identification, the Ukrainian tax number subject to lawful exceptions, and evidence of your particular ground. Compare the full package with the current annex 5 to Procedure No.560. Study, disability, children, guardianship and care have different requirements.

Three distinct care-related grounds

For point 9 of paragraph 1 in annex 5, concerning constant care of an ill spouse, child or your own parent, the listed evidence includes an accepted medical document establishing the need for constant care, relationship documents, and care-compensation evidence or an annex 8 act. Accepted medical forms include the relevant MSEC assessment certificate, an expert-team decision extract or the prescribed medical consultative commission opinion. Care of a spouse’s parent has additional statutory conditions and documentary requirements concerning the spouse’s and other relevant relatives’ inability to provide care.

Point 13, for a parent or spouse’s parent with a group I or II disability, requires disability and relationship evidence plus applicable evidence concerning the absence or statutory inability of other non-military-liable people obliged to support the parent. Where no such people exist, one military-liable person may be selected by the person with a disability; an annex 15 selection statement is supplied where necessary. This is not the same package as point 9, and an annex 8 care act must not automatically be demanded.

Point 14 concerns constant care by one second-degree relative of a person with a group I or II disability, subject to conditions concerning first-degree relatives. Extension to third-degree relatives depends on the absence of the first and second degrees. Evidence covers the relationship, the specified inability of closer relatives to provide care, the cared-for person’s disability, and compensation or a care act. Eligibility depends on the full statutory conditions.

The annex 5 note additionally requires, for points 6–14, a copy of the adult cared-for, supported or protected person’s tax-registration document, or the appropriate passport copy where a lawful tax-number refusal applies. This is the other person’s information, not just the applicant’s. The list was checked against the official 15 August 2026 edition of Resolution No.560.

Renewal and incorrect register information

The Ministry of Defence’s 29 April 2026 guidance states that automatic renewal works where the legal ground remains and the registers can confirm it. For covered categories it applies whether the original application used Reserve+ or a CNAP. Refresh the military registration document and check the new date.

If renewal does not happen, check whether the category is covered and whether personal, family and social records are current. Care cases also depend on the cared-for person’s details, tax number and disability information in the appropriate registers. Corrections belong to the responsible authority, such as the civil-registration authority, Pension Fund or social protection office. Where documentary confirmation is required or renewal is not automatic, submit the current evidence through a CNAP. There is no identical renewal package for every ground.

Use the retained inventory and application number to enquire about a missing result. The ministry recommends contacting the CNAP after two weeks without an answer. Elapsed time alone does not establish approval.

The 2024 military-record update campaign was separate

On 17 July 2024 the Ministry of Digital Transformation reported that the 60-day military-record clarification service at CNAPs had ended on 16 July 2024. That campaign had a distinct procedure for address, phone and other details. Archived notices do not establish the same general CNAP service in 2026.

For current military-record details and corrections, use the available Reserve+ functions and the competent military-record authority. Updating the ground for an existing deferment has its own CNAP route and does not revive the 2024 campaign. Serving personnel direct service matters to their military unit or competent military authority; administrative and social needs may use relevant CNAP services and veteran support routes.

IDP records, addresses and military registration

IDP registration, residence registration and military records are separate procedures. An IDP certificate does not replace the military registration document, award deferment or prove that changes are already recorded in Oberih. After displacement, check your personal and address details in Reserve+ and the applicable military-authority procedure.

On 28 January 2026 the Ministry of Defence announced first-time online military registration in Reserve+ for specified eligible categories. This is not a universal transfer-of-record service for every IDP or re-registration of everyone previously deregistered. Distinguish first registration, changes of details and correction of errors. Older references to a “military commissariat” require identifying the relevant TCC.

This guide’s CNAP deferment route concerns people registered with a TCC. SBU and intelligence-agency military records follow their applicable special procedure.

Consult official Reserve+ guidance and find a branch in the directory.
