Choose the housing procedure first

An IDP certificate and living support under No.332 do not automatically register you for housing or award a flat. Identify the need: temporary accommodation from a community fund, a housing-improvement waiting list, compensation for your destroyed property, or targeted support for IDPs from occupied territory.

Different departments can handle these applications. Use the directory to find the community where you actually live, then check the service, competent housing body and the particular CNAP’s intake arrangements.

Temporary accommodation under Resolution No.495

Cabinet Resolution No.495 of 29 April 2022 regulates temporary-housing funds for IDPs, registration and allocation. This is use under specified conditions, not a transfer of ownership.

Contact the authorised community body for the relevant registration area and check CNAP intake. Prepare the application, identity records, family members’ IDP registration and relationship evidence, tax details subject to exceptions, representative’s authority and relevant priority evidence. An official service card approved on 17 December 2025 illustrates this separate submission; check the exact requirements with the body handling your case.

Obtain a submission reference and registration decision. Registration and allocation of an available dwelling are separate stages. Zaporizhzhia City Council’s current IDP information separately explains registration and points-based priority. An IDP certificate does not guarantee immediate accommodation.

Housing waiting lists for IDPs with combatant status

The competent local housing department considers housing-improvement applications. For IDPs in specified veteran categories, including combatants, it checks the preferential-registration ground and evidence. State your status and provide the required family, IDP-registration and category records.

The state legal-aid system’s housing-registration explanation distinguishes the ordinary list from priority or exceptional allocation. A combatant certificate alone does not replace every supporting document or guarantee an immediate flat.

Separate cash compensation under Resolution No.280 of 18 April 2018 has its own categories and additional conditions, including registration and relevant dates. Joining a housing list does not automatically award that compensation. Check the current No.280 rules with the competent veterans-policy body before applying; do not extend them to every newly displaced person.

Destroyed-home certificates and repair funding

An eRecovery housing certificate under No.600 concerns a destroyed dwelling; repair of damaged housing uses No.381. A request for a “certificate for damaged housing” therefore needs clarification. The property’s condition is established through the prescribed procedure, not merely the owner’s description.

Repairs involve ownership, a damage report, application, assessment and commission decision, with restricted-use funds. A certificate for another property requires separate funding reservation and a notarial transaction. See damaged-home repair and housing certificates.

In 2025, dedicated certificate funding supported IDPs who lost their only home. The Development Ministry’s 25 March 2025 explanation described UAH 15 billion for this route. It funded qualifying certificates rather than an identical payment to every IDP certificate holder.

Property on occupied territory

The Diia compensation card expressly says applications are unavailable for property on temporarily occupied territory. Active-hostilities areas and occupied territory are distinct categories. Remote assessment in specified cases does not automatically open repair compensation for every property on occupied territory. Reporting damage is not an award decision.

Certain IDPs from occupied territories have a separate housing voucher under No.1176 of 22 September 2025. Applicants need the relevant IDP and combatant or war-related-disability status together with the programme’s other residence, property and family housing-support conditions. Its nominal value is UAH 2 million; it is neither cash nor universal compensation for every home on occupied territory.

Diia’s 1 May 2026 announcement confirmed the digital route from decision to funding reservation. Spousal consent and family-data checks apply where required. A decision, voucher and confirmed reservation are separate stages; plan the purchase after funding is confirmed.

Additional checks under No.723 apply from 1 August 2026, covering disposal of housing, specified mortgage programmes and address registration on occupied territory after occupation began. The state legal-aid system explains transition rules for earlier applications. Check the applicable exceptions; an old announcement of future CNAP intake does not establish that every office is ready today.
