Identify the applicant and the requested action

Removing a residence record may involve an individual's own application or another legally recognised basis, including an application by a property owner. The conditions are different. Explain who is applying, whose record is involved and whether a new address will also be registered. Do not reuse a personal application checklist for an owner seeking action concerning another resident. Disputed circumstances need an explanation from the competent authority based on the actual documents.

Check the responsible authority

The official service description identifies the registration authority, CNAP submission options and available online channels. An online service has its own eligibility conditions and is not a solution for every case. Contact the relevant community to confirm territorial responsibility. Tell the administrator if the address is in an area of hostilities or temporary occupation, because special arrangements may apply. Before booking, obtain the precise service name and the correct office location.

Prepare only the relevant evidence

Begin with valid identity documents and the address details. Representation, applications involving children and special grounds require further checks. Avoid sending a complete passport archive to an unofficial chat simply to ask an initial question. Describe the issue without unnecessary identification numbers, then use the authorised institution's instructions and secure submission route. A short preparation list should show the available originals, missing evidence and anyone whose attendance needs to be arranged.

Applications concerning a child

Do not assume that an adult procedure applies unchanged. Ask who may submit the application, whether another legal representative's consent is required and how authority must be demonstrated. Where representatives disagree or one cannot be contacted, explain this before the appointment. A general article cannot determine the outcome of a particular family situation. Keep a written note of the advice, especially if a different procedure or competent authority is recommended.

Review the application and the response

Before signing, check the applicant's details, the affected person's details, the full address and the stated ground. Confirm the current fee and bank details before paying. Keep the submission receipt, reference number and decision delivery instructions. For an online request, make sure it was submitted rather than left as a draft. A technical error is not evidence that the residence record was removed. If the application is refused, identify the reason and ask how to address it before resubmitting.

Confirm the completed update

Where necessary, obtain current residence information and check the resulting record. A booking or a pending request does not prove that a change has been made. If you are moving to another address, ask whether the actions can be combined and which current time limits apply to your circumstances. CNAPMAP helps locate community service points and their contact details. Its contact form reports directory errors; it does not submit an application to a state registrar or change a residence record.

Removing a child’s residence record through Diia

On 24 August 2026, Diia announced online removal of an under-14 child’s residence record with the other parent’s remote consent. Both parents must be Ukrainian citizens with a tax number and Diia.Signature or a qualified electronic signature; the child needs a Ukrainian birth certificate. The application identifies whether only the child, or parent and child together, are being removed, checks the address and second parent’s details, obtains consent, and is signed with payment of the fee.

An applicant liable for military service can use this online route to remove only the child’s record; removing their own and the child’s records together is currently unavailable. Ages 14–18 follow separate rules on parental or representative consent and specified exceptions. Disputes or guardianship circumstances require assessment by the responsible authority.

From age 14, the child submits the removal application independently; until adulthood, the applicable parental or legal representative consent rules and exceptions still matter. Removal ends the former address record and does not itself register a new address. To declare a new residence at the same time, select the change-of-address service and check its separate conditions.

Deregistration in 2020–2021

Paragraph 26 of Rules 207 in the 31 December 2020 edition identified a person’s or representative’s Annex 11 application and separate grounds including an appropriate final judgment, death and termination of specified legal grounds. Another resident’s request was not a universal substitute. Select the appropriate historical edition for a different action date in 2020 or 2021.

Resolution 1364 updated Annex 11, published in the official newspaper on 31 December 2020. It identified the applicant, person or young child, address and document; a representative had to establish authority. An archived form assists review of an old case, rather than a new application.

The original 2022 procedure

In Procedure 265 of 7 February 2022, effective from 14 March, paragraph 50 separately identified the person’s Annex 5 application and the owner’s Annex 6 application. Paragraph 61 required owner identification and ownership evidence, with a separate application and payment for each affected person. Co-ownership, children, housing-use rights and litigation require individual consideration. The list does not mean every person could automatically be deregistered without consent.

A present-day form does not replace the historical application. Reviewing a 2022 action requires its date, ground, decision and actual case documents.

Current applications and a court-claim example

In the 30 May 2026 edition of Procedure 265, paragraph 50 directs the person or representative to Annex 2 and the homeowner to Annex 6. Resolution 648 removed old Annex 5. Check the applicant, address, affected person and relevant request before signing. A homeowner follows the owner’s evidence requirements rather than using another person’s personal application.

An official archived court example published on 30 August 2018 concerns loss of the right to use a dwelling. It illustrates parties, housing rights, facts, evidence, relief and attachments. Do not copy the old court name, address, payment details or specimen personal information. A housing-use dispute and a challenge to a registrar’s action can involve different claims and jurisdiction. Establish the appropriate remedy with a lawyer; Ukraine’s legal-aid system provides primary advice.
