These are general requirements for the procedure. Availability at each reception point is verified separately. Confirm reception arrangements and current requirements before visiting.

Fee

UAH 1,147 for standard processing; UAH 1,787 for urgent processing under SMS fees effective from 1 January 2026. Confirm the current fee and payment details before paying.

Processing time

Up to 20 working days, or up to 7 working days for urgent processing. A three-working-day procedure requires documented exceptional grounds; verification may affect actual collection.

Who can apply

Ukrainian citizens of any age. Legal-representative requirements apply to children.

Documents to prepare

  • Application form prepared by the officer.
  • Ukrainian national passport from age 14; a birth certificate for a child under 14.
  • Payment confirmation or evidence of an applicable exemption.
  • A representative’s identity document and authority; proof of citizenship in the relevant child application cases.
  • A 10 × 15 cm photograph in the prescribed cases involving children under 12 or applicants unable to travel independently.

How to apply

  1. Confirm that the chosen office accepts this particular passport application and check its appointment procedure.
  2. Present original documents; the officer prepares the application, takes a photograph and collects the required biometric data.
  3. Check the spelling of your name, keep the application details and collect the completed document under the office procedure.

What you receive

A Ukrainian passport for international travel, or a reasoned refusal.

Possible grounds for refusal

  • Missing documents or documents that do not meet the requirements.
  • Identity, citizenship or the supplied information cannot be verified.
  • The representative has no documented authority.

Before you apply

  • Applicants aged 14 or over submit the application in person; a parent or other legal representative applies for a child under 14. A legal representative applies for a person declared legally incapable or whose civil capacity has been limited by a court.
  • Foreign-language documents may need authentication and a certified Ukrainian translation.
  • Booking online does not replace the in-person application.

Checking where to apply: International passport

For “International passport”, check the institution and address where you intend to submit your application. The general procedure helps you prepare questions; the individual office page provides contacts and confirmation of service availability. Eligibility, documents and processing information remain in the main sections above. The related directory below helps you find relevant CNAP points.

Before applying

What should I ask before visiting?

Name the administrative action you need, then check the submission and collection locations, personal attendance and appointments. Use the procedure’s official sources to confirm requirements for your circumstances.

Document preparation, office selection and appointment arrangements are separate steps; keeping them distinct helps you choose the correct procedure and institution.

Distinguish a first application, renewal or exchange, and replacement of a lost passport. For a child, separately check attendance arrangements for the applicant and legal representative. Before booking, explain the procedure, applicant’s age and whether an earlier document is available; “passport services” alone does not identify the application you need.

Check where the application is accepted

The directory does not establish a confirmed link between this local enquiry, an individual point and the required service. Use the general procedure guidance and confirm reception with the chosen community. A CNAP’s presence in a settlement does not establish that it accepts this particular application.

Identify the oblast and community before choosing an address. The list covers settlements sharing a name; a service linked to one location is not thereby established at every other location.

How to arrange an appointment for International passport

Open the individual point page and use its listed contact or appointment option. Name the exact service rather than only the broad category. If a calendar is offered, check the address, applicant and required action before confirming a time. Advice, application submission and collection may follow different reception arrangements.

Urgent travel passports: what seven working days means

Urgent processing concerns the procedure’s timeframe, rather than a promise of an appointment today. The official procedure distinguishes ordinary processing of up to 20 working days and urgent processing of up to seven working days; the special three-day procedure requires specified grounds. Check the next appointment, document readiness and collection arrangements separately.

For a child’s passport, an exchange or a lost document, first choose the relevant scenario in the general guidance. A general passport page does not establish that every operation has an available appointment.
