eRecovery compensation for damaged or destroyed housing

Prepare an application for repairs, a housing certificate or rebuilding, according to the property assessment and programme rules.

Tools and materials prepared for home repairs

These are general requirements for the procedure. Availability at each reception point is verified separately. Confirm reception arrangements and current requirements before visiting.

Fee

Submitting the application is free. Related notarial or registration actions may carry separately prescribed charges.

Processing time

The basic consideration period is up to 30 calendar days under the applicable procedure. Suspension, checks and actual funding have separate conditions; this is not a guaranteed payment date.

Who can apply

Individual Ukrainian citizens who own housing and qualify under the applicable eRecovery procedure. Eligibility depends on registered ownership, the property assessment, location and statutory restrictions. Legal representatives act for minors and owners without full legal capacity under the relevant rules.

Documents to prepare

  • Identity document, taxpayer number or lawful alternative and a contact email address.
  • The earlier damage-notification reference and ownership information in the State Register of Property Rights.
  • An eRecovery special account when the compensation route pays funds. A housing certificate follows a separate use procedure.
  • Co-owner details and consent where the applicable procedure requires it; evidence of representation or priority status if relevant.
  • Additional documents properly requested by the commission for the individual case.

How to apply

  1. Check the property-rights record and ensure the damage notification has been registered.
  2. Identify the appropriate route: repairs, a housing certificate for destroyed housing, or funds to rebuild a private house under the programme rules.
  3. Apply through Diia or check whether the exact CNAP branch or notary accepts your compensation route.
  4. Review the application, arrange co-owner participation as required and save the submission confirmation.
  5. Assist with inspection and clarification requests. After the decision, follow the applicable spending, certificate and reporting rules.

What you receive

An authorised commission decision awarding repair funding, a housing certificate or construction funding, or a reasoned refusal. The route and amount depend on the assessment.

Possible grounds for refusal

  • Failure to meet the applicable eligibility rules, statutory restrictions or inaccurate information.
  • For damaged housing, a co-owner’s objection to the applicant receiving compensation can lead to refusal. Destroyed-property applications have different co-owner rules.

Before you apply

  • Confirm the compensation route at the exact branch. A CNAP accepts an application; the commission decides it.
  • Do not terminate ownership of a destroyed property merely to make the initial application. Check the correct stage after the decision under Resolution 600.
  • Repeated damage requires checking the previous case, reporting and special-account status.
